Summary of the contracting process

Cardiff Council is exploring a service provider for a Local Climate Bond programme, covering bond development, issuance and ongoing administration. The service would enable residents and other investors to lend directly to the Council through an FCA-compliant digital platform, helping finance climate and sustainability projects under the One Planet Cardiff Strategy and wider climate emergency objectives. Potential investment themes include renewable energy, energy efficiency, building retrofit, electric vehicle infrastructure and other low-carbon projects. The service is expected to combine financial, regulatory, technology, investor and administrative support. Delivery is for Cardiff Council and its investors in the United Kingdom. Relevant work includes investment and banking services, energy-related services and secure digital financial platforms.

This procurement is at the planning stage: Cardiff Council is assessing the market and has not issued an invitation to tender. The planned contract is one lot, with an expected term from 1 April 2027 to 1 April 2028. The estimated value is £30,000 excluding VAT, or £36,000 including VAT. The Council may carry out preliminary market engagement before issuing a tender notice, including supplier engagement events, written requests for information and exploratory discussions about delivery and regulatory models. The Council expects the next notice to be published by 19 September 2026 and has scheduled market engagement activity for 3 September 2026. The procurement is below the applicable threshold.

This will suit financial services providers, fintech businesses and specialist investment-platform operators able to support a local authority bond programme from design through administration. The likely requirements include bond structuring and issuance support, FCA compliance and regulatory advice, investor due diligence and onboarding, subscription and allocation management, and administration of interest and repayments. Suppliers should be able to provide a secure digital investment platform, investor communications and marketing, reporting and performance monitoring, and management information suitable for finance, treasury and audit teams. Experience of ESG, climate or sustainability reporting would be relevant, as would the ability to work with residents and other investors. The procurement is identified as suitable for small and medium-sized enterprises.
