Summary of the contracting process

Citizen Housing Group Ltd procured reactive repairs, maintenance and replacement of white goods and laundry equipment for its housing service. The requirement is a repair and maintenance service, covering responsive work and replacement of appliances or laundry equipment when needed. Delivery is associated with Citizen Housing Group Ltd’s operations in Birmingham. The service requires a supplier able to respond to housing-related repair needs, assess faulty or unserviceable equipment, carry out repairs and arrange replacements. It also involves maintaining continuity across the buyer’s existing white-goods and laundry service. The procurement was awarded to First Choice Marshalls Limited, a UK small and medium-sized enterprise based in High Wycombe, whose role is to provide the contracted services.

This procurement has been awarded and the tender is complete. Citizen Housing Group Ltd selected First Choice Marshalls Limited for the single lot. The award is active, and the contract was signed on 1 May 2026 for the period from 1 May 2026 to 1 May 2027. Its value is £85,000 excluding VAT and £100,000 including VAT. The process was below the applicable threshold, using a procurement method recorded as unknown. The buyer’s stated route followed the previous supplier’s intended cessation of trading and a 12-month waiver. First Choice Marshalls proposed to match pricing established through an earlier tender, adjusted by that year’s CPI uplift, while providing continuity of service knowledge. The awarded work is classified as repair and maintenance services.

This award indicates recurring demand from Citizen Housing Group Ltd for a combined reactive appliance repair, maintenance and replacement service. A credible competitor for a future requirement would need practical capability across white goods and laundry equipment, with sufficient capacity to respond to housing-related faults and replacement needs. The buyer’s decision also shows the importance of continuity: relevant knowledge of the existing service, an engineer familiar with the contract, dependable operational delivery and pricing that can be benchmarked against an established tendered arrangement were material advantages. Suppliers should therefore be able to demonstrate responsive repairs, replacement coordination, service quality and an understanding of the buyer’s existing assets and procedures. Small and medium-sized businesses with specialist engineering and appliance-service capability may be well placed to compete.

Notice Title

Reactive Repairs, Maintenance & Replacement of Whitegoods and Laundry

Notice Description

Reactive Repairs, Maintenance & Replacement of Whitegoods and Laundry. As we were preparing to go out to tender, we notified our previous incumbent, Multibrand, who subsequently advised that they were preparing to cease trading. The previous tender exercise resulted in only two bids, one of which was a poor-quality submission. This supports the request of this 12-month waiver to exercise if FCM are able to meet the needs for the service. FCM have capitalised on the market situation by taking on an engineer from Multibrand who has direct knowledge of our previous contract. As a result, they have proposed to match our existing pricing-originally set through a tender process four years ago-adjusted only by this year's CPI uplift. This positions them competitively while also providing continuity of knowledge and service capability.
