Summary of the contracting process

Anglian Learning intends to procure fully managed leisure services for educational establishment sites where pupils also use some facilities. The requirement covers leisure facility operations, sports and fitness provision, swimming pool management, health and wellbeing programmes, community engagement, staffing, mobilisation, contract management, compliance management, maintenance coordination, reporting and associated support. The service is intended to deliver safe, inclusive, compliant and financially sustainable leisure provision, supporting health and wellbeing, participation, community engagement, operational efficiency and value for money. Facilities may include pools, gyms, dance studios, sports halls and playing fields. Delivery is centred on Bottisham school and other Anglian Learning sites in Cambridgeshire, under the sports facilities operation services category.

This procurement is at the planning stage: Anglian Learning has stated its intention to procure, but has not yet invited tenders. The buyer expects to issue the next notice by 8 September 2026. Market engagement has already taken place, including a leisure management provider visit to Bottisham in July 2026 to advise on covering a vacant Centre Manager post and the required experience; an interim fixed-term agency solution was considered before the contract starts. The planned procurement is one lot, with an estimated value of £17,000,000 excluding VAT and £20,400,000 including VAT. The anticipated contract period is 1 August 2027 to 31 July 2035, with renewal provision potentially extending it to 31 July 2037.

The requirement is likely to suit established leisure management providers able to take end-to-end operational responsibility across educational sites. Relevant capability includes managing swimming pools and wider sports facilities, delivering sports, fitness and health programmes, coordinating maintenance, and operating safely where pupils and community users share facilities. Suppliers should be prepared to provide suitably experienced staff, including the Centre Manager role, and to manage mobilisation, staffing, compliance, reporting, contract performance and financial sustainability. Experience of inclusive community engagement, growing participation, improving operational efficiency and delivering value for money will be relevant. The opportunity is marked as suitable for small and medium-sized enterprises, although the breadth of services and multi-site management requirement will favour providers with sufficient operational capacity or a credible delivery partnership.

Planning Information

In order to understand how to best cover a vacant post for a Centre Manager, the Client requested for a leisure management provider to visit Bottisham school in July 2026 to give advice. The Client wished to consider a stop gap solution prior to this contract going live. During the visit, the provider was shown around the applicable section of the building/s, e.g. pool, gym, dance studio, sports hall, playing fields to share insight on what kind of training/experience the role would need. As a result, it was agreed that this tender process under PA23 was the best route to find an experienced centre manager, included in the overall contract requirement. The vacant role would be considered to be sourced on a fixed term contract via a local agency as the interim solution. To ensure fairness and transparency within this tender process, shortlisted Suppliers invited to participate within Stage 2, will have the same opportunity to visit Bottisham and all sites.
