Summary of the contracting process

Anglian Learning is seeking a provider to manage leisure services across five secondary schools, including one with a sixth form. The work covers the operation of school sports facilities, including facilities such as swimming pools, gyms, dance studios, sports halls and playing fields. The provider will also supply an experienced centre manager to address a vacant post. The services are for school sites in Cambridgeshire and Suffolk. A leisure management provider was consulted during planning about the vacant role and the facilities; shortlisted suppliers are to have the same opportunity to visit the sites during the procurement. The requirement includes a substantial existing in-house workforce, with staff in the Local Government Pension Scheme (LGPS).

The buyer invited offers through a three-stage competitive flexible procedure. Suppliers first request to participate and are assessed against participation conditions; selected suppliers are invited to submit a final tender, then the three highest-scoring suppliers are invited to present and clarify their proposals. The enquiry deadline was 16 October 2026 at 17:00, and the participation deadline was 27 October 2026 at 12:00. The contract is scheduled to run from 1 August 2027 to 31 July 2034, with an option to extend by two years at the buyer’s discretion. Its estimated value over the full potential 10-year period is £17 million excluding VAT. Evaluation is weighted 60% for quality and 40% for price. Electronic submissions are permitted in English through the In-Tend portal.

This opportunity is suited to leisure management companies able to operate services across several secondary-school sites and provide an experienced centre manager. Suppliers should be equipped to manage the facilities and the existing workforce, including staff covered by the Local Government Pension Scheme. The scale and multi-site nature of the service will favour providers with the operational capacity to deliver consistently across different school settings, and experience managing leisure facilities such as pools, gyms, studios, sports halls and playing fields. Suppliers should be prepared to explain their proposed approach in a written tender and, if selected among the highest-scoring bidders, present it and answer questions about service scenarios and clarifications. The buyer has noted a small possibility that it may retain the Netherhall site, a factor suppliers should consider when planning delivery.

This tender includes requirement for leisure management services for 5 secondary schools, one having a sixth form included. Full details for each school can be located at Attachment 2 Client Data within the tender pack. There are a number of LGPS staff included within the large volume of inhouse staff currently servicing this contract. Details can be found at Attachment 4. Further information on the Client's requirements can be found at Attachment 1 Specification and Attachment 2 Client Data. The Contract period will be for 8 years initially, with the option to extend for a further two years at the discretion of the Client. The estimated contract value for this contract over the full potential 10-year period is PS17,000,000 EX VAT.

Planning Information

In order to understand how to best cover a vacant post for a Centre Manager, the Client requested for a leisure management provider to visit Bottisham school in July 2026 to give advice. The Client wished to consider a stop gap solution prior to this contract going live. During the visit, the provider was shown around the applicable section of the building/s, e.g. pool, gym, dance studio, sports hall, playing fields to share insight on what kind of training/experience the role would need. As a result, it was agreed that this tender process under PA23 was the best route to find an experienced centre manager, included in the overall contract requirement. The vacant role would be considered to be sourced on a fixed term contract via a local agency as the interim solution. To ensure fairness and transparency within this tender process, shortlisted Suppliers invited to participate within Stage 2, will have the same opportunity to visit Bottisham and all sites.
