Summary of the contracting process

Wootton Parish Council is procuring the design, supply and installation of two new children’s play areas in Wootton: one at Wootton Recreation Ground and one at Simpson Manor Memorial Ground. The works cover playground equipment, safety surfacing and site-specific landscaping. Lot 1 also includes removing and disposing of the existing playground, perimeter fencing with accessible entry points, seating and arrangements for ongoing grass-cutting access. Both play areas must provide inclusive, accessible play for children aged 0–15, with equipment suitable for different ages and abilities. Lot 2 must be visually sensitive to its memorial setting, using natural tones and a subtle military or Army-style feature, with consideration of a horse-themed roundabout. The main work category is playground construction and installation.

The council invited offers through a below-threshold open competition, with tenders accepted for either lot or both. Lot 1 is estimated at £100,000 excluding VAT (£120,000 including VAT); Lot 2 at £60,000 excluding VAT (£72,000 including VAT). The total estimated procurement value is £160,000 excluding VAT (£192,000 including VAT). Enquiries were due by 12 noon on 18 September 2026, and written tenders were due by 12 noon on 2 October 2026. Electronic submission is not allowed: bids must be printed on A2 paper and submitted in a sealed envelope. The contract period for both lots is 21 October 2026 to 31 March 2032. Evaluation is 35% play value, 25% specification compliance, 15% delivery, 15% experience and references, and 10% warranty and aftercare.

This opportunity suits specialist playground manufacturers, designers and installation contractors able to deliver complete design-and-build schemes, either independently or across both sites. Strong bidders will be able to create inclusive play environments for children aged 0–15, select durable hardwood equipment and suitable metal supports, install compliant wetpour or other safety surfacing, and provide accessible layouts, fencing and maintenance access. Lot 1 requires demolition, disposal and integration with existing fencing and seating. Lot 2 calls for sensitive design in a memorial setting, including a tasteful military theme and potentially a horse-themed feature. Suppliers must demonstrate comparable playground projects completed within the past five years, provide at least two client references, hold appropriate public liability insurance, and show robust health and safety arrangements. Compliance with BS EN 1176 and BS EN 1177, relevant legislation and British and European standards is required, alongside warranties, maintenance, inspections, replacement parts and aftercare.
