Summary of the contracting process

YMCA St Paul’s Group is procuring planned cleaning services for its South Area property portfolio. The work covers communal and shared spaces, including lifts, stairwells, corridors, entrances, circulation areas, gymnasiums, studio floors, gym equipment and associated facilities. It also includes cleaning and preparing void rooms and vacant accommodation, deep cleaning when instructed, and mobilisation inspections. The service will be delivered across properties in the Royal Borough of Kingston, the Royal Borough of Richmond upon Thames, the London Borough of Merton, the London Borough of Hammersmith & Fulham and Surrey County. The contract also requires the supplier to measure relevant areas, validate property data and help establish an accurate property database for contract management and future planning.

The procurement has reached tender: the buyer invited offers through an open competitive flexible procedure. It uses a three-stage process involving written submissions, cost evaluation and interviews. Enquiries were due by 14 September 2026 at 12:00, and tender submissions were due by 24 September 2026 at 12:00. The award decision is scheduled for 7 December 2026. The initial contract period is 1 April 2027 to 31 March 2030, with an option to extend to 31 March 2031. The estimated procurement value is £2,400,000 excluding tax and £2,880,000 including tax. The lot information records the same amounts with AED as the currency. Evaluation is based on quality and interviews, weighted at 70%, and cost, weighted at 30%.

This opportunity suits established commercial cleaning contractors able to manage services across a multi-site supported housing and leisure portfolio. Suppliers should be capable of cleaning communal accommodation and public-facing leisure facilities to consistent standards, including specialist deep cleaning, gym areas, vacant rooms and remedial preparation. The requirement favours businesses with strong mobilisation, inspection and quality-assurance processes, since the successful supplier must survey every included area, assess its condition, identify corrective work and agree any improvement programme with the client before carrying out remedial works. It also suits contractors with reliable surveying and data-management capability: the first year includes measuring sites, validating property information, maintaining accurate records and supplying structured data for the client’s property database. Experience working sensitively around vulnerable residents and community users would be relevant.
