Summary of the contracting process

City College Plymouth is procuring fixed electricity and natural gas supply products for a multi-site portfolio across the United Kingdom. The requirement is split between renewable electricity backed by REGO certificates and fixed natural gas, supporting sites with varied consumption profiles. The appointed energy supplier or suppliers will provide the products together with reliable account management, accurate billing and operational support. The college also expects a proactive approach to risk management and sustainability, aligned with its operational and environmental objectives. Ginger Energy Limited is managing the procurement for the college. This is a goods requirement covering utility supply rather than energy consultancy, installation, construction or facilities management services.

The process reached tender: the buyer invited offers through an accelerated open procedure. Enquiries were due by 1 September 2026 at 16:00, and tenders by 4 September 2026 at 16:00. The intended award decision period ends on 11 September 2026. Contracts are due to run from 1 October 2026 to 30 September 2029, with an extension option allowing a maximum end date of 30 September 2030. There are two lots: Electricity (REGO), estimated at £2,453,105 excluding VAT (£2,943,726 including VAT), and Natural Gas (Brown), estimated at £261,895 excluding VAT (£314,274 including VAT). Evaluation is 40% price, 30% service and operation, and 30% product and operational processes. Site additions may be included.

This opportunity suits established energy suppliers able to serve a multi-site customer with varied consumption profiles and manage both electricity and natural gas requirements. Suppliers should be able to offer fixed-price structures, provide transparent breakdowns of unit rates, standing charges and other fees, and explain how pricing will apply if additional sites are added. The college is looking for reliable, responsive and scalable operational processes, high-quality account management, robust and accurate billing, regulatory compliance, and effective risk-management and sustainability practices. Bids must demonstrate how the proposed products and processes deliver value for money throughout the contract and support audit and verification. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.
