Summary of the contracting process

Lisburn & Castlereagh City Council is preparing to procure services for PPM and RM 04 – Boiler Plant and Combustion Systems. The requirement covers radiators and boilers, planned preventive maintenance, and repair and maintenance of heating plant and other non-electrical machinery. It is a services contract concerning boiler plant and combustion systems, with work to be delivered in the United Kingdom. The council is seeking market insight before deciding how to proceed, including the level of supplier interest and information that could improve the future procurement. The requirement is relevant to organisations that maintain, service, repair or manage commercial and public-sector boiler, heating and combustion equipment.

This is a pre-market engagement exercise at the planning stage, not a formal tender or invitation to bid. The council expects suppliers to complete a pre-market engagement questionnaire by 14 September 2026 at 23:59, with responses submitted through the council’s designated procurement portal. The anticipated contract period is 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2032. The requirement is planned as one lot and is above the applicable threshold. The council intends to use a dynamic purchasing system. Participation in the engagement will not determine future tender evaluation or prevent suppliers from participating in any later procurement, and the council has made no commitment to proceed.

The engagement should suit specialist heating, boiler and combustion-system contractors, facilities-management providers, mechanical engineering firms and maintenance companies with relevant commercial or public-sector experience. Useful capability is likely to include planned preventive maintenance, fault diagnosis, repair, servicing and compliance management for boilers, radiators, heating plant and associated non-electrical machinery. Suppliers able to provide an ongoing maintenance service across multiple sites in the United Kingdom may be well placed when the requirement reaches the market. Businesses that understand dynamic purchasing systems should also prepare for the intended procurement route. The questionnaire gives relevant suppliers an opportunity to explain their service capability and provide practical information that may influence the future tender’s design.
