Summary of the contracting process

Hywel Dda University Health Board intends to procure maintenance services for the woodchip biomass boiler at Glangwili General Hospital in Carmarthen. The requirement covers a single boiler and is expected to be awarded to one provider. The service is classified as repair and maintenance work. NHS Wales Shared Services Partnership will run the procurement on behalf of the Health Board. Delivery will take place at Glangwili General Hospital in Wales. The buyer is particularly interested in hearing from biomass boiler service providers, including small and medium-sized enterprises, local operators and other businesses that could provide the required maintenance. The proposed arrangement is for one lot, reflecting the single-boiler requirement, although the details may change before the procurement reaches the market.

This procurement is at the planning stage: the Health Board has announced its intention to buy the service, but has not yet invited tenders. It expects to publish the tender on 26 August 2026. A preliminary market engagement exercise is scheduled to run until 25 August 2026, allowing potential suppliers to comment or express interest before the tender is developed. The proposed contract period is 36 months, from 19 October 2026 to 18 October 2029. Its estimated value is £135,000 excluding VAT, or £162,000 including VAT. The procurement is above the relevant threshold and is expected to use a single lot. Tender documents and submissions are expected to be handled electronically through eTenderWales. The procurement details remain subject to change.

This work is likely to suit businesses with practical experience servicing and maintaining woodchip biomass boilers, particularly specialist biomass boiler service providers. The buyer has expressly encouraged local businesses, small and medium-sized enterprises and nationwide providers to prepare for the future competition. The single-boiler scope may be manageable for smaller maintenance firms as well as larger organisations with wider field-service capacity. Businesses considering participation should prepare to work through eTenderWales, where the procurement documents and tender submission process are expected to be managed electronically. Suppliers will also need to register on the Central Digital Platform and obtain a Unique Supplier Identifier before participating in public sector procurement. The engagement stage gives relevant providers an opportunity to understand and inform the developing requirement before tender publication.
