Summary of the contracting process

HM Land Registry procured courier collection and delivery services between its offices and postal addresses throughout the UK. The requirement covers same-day delivery, with collection and delivery before midnight, and business and residential next-day services with delivery before 9am, 12pm, 5pm or in the evening. It also includes a premium service for consignments requiring exceptional handling and care. The supplier must provide a range of vehicle types and sizes and transport a broad range of next-day consignments. This is a nationwide courier and logistics services requirement, bought by HM Land Registry, a central government public authority. Delivery covers England, Scotland, Wales and Northern Ireland, including office-to-office and office-to-residential movements.

The procurement is complete and was awarded on 19 August 2026 to The Royal Mail Group. It used a competitive award under the GCA Courier, Distribution, Storage and Specialist Solutions framework, Lot 3a Collection and Delivery Services, using a selective procurement method. The award value is £179,583.33 excluding VAT, or £215,500 including VAT. The contract period runs from 8 September 2026 to 7 September 2029, with a one-year optional extension available until 8 September 2030. There was one completed lot. The contract is expected to be signed by 7 September 2026. The award was above the relevant threshold, and competition was used to select the supplier.

This award demonstrates demand from HM Land Registry for a single courier provider able to deliver reliably across the UK, using a framework-based competitive route. A credible future competitor would need operational coverage across national office and residential networks, the capacity to handle same-day and time-critical next-day deliveries, and the systems and processes needed to meet several delivery windows. It would also need a flexible fleet covering different vehicle types and sizes, together with the handling controls required for premium consignments and a broad range of items. Experience coordinating collection and delivery between multiple locations, maintaining service performance, and competing for central government framework call-offs would strengthen a supplier’s position when this requirement returns.
