Summary of the contracting process

APEX Housing Association is seeking developers for social housing developments in West Belfast. Each development is a design-and-build contract: the developer provides the land, designs the scheme, constructs and completes the homes for APEX. Proposals must comply with the Department for Communities Housing Association Guide, the Employer’s Design Brief and statutory body requirements. APEX may consider mixed-tenure schemes combining social housing with affordable standard homes. Every site must contain at least 10 housing units and include a range of house types. The normal Northern Ireland Housing Executive expectation is that 10% of each development should provide standard wheelchair accommodation. The procurement is for housing construction and related development work (CPV 45000000).

The procurement has reached tender: APEX invited developers to submit offers through a selective competitive flexible procedure. Stage 1 requires a completed PSQ and an initial tender covering quality, social value and pricing; the PSQ is assessed pass or fail before tenders are evaluated. APEX may proceed to award or use an optional clarification, refinement and negotiation stage. The tender submission deadline was 18 September 2026 at 23:59. The anticipated award date was 19 October 2026. The contract period is 1 December 2026 to 1 December 2028. There is one lot, with an estimated gross value of £50,000,000. Evaluation is 40% quality, 10% social value and 50% total cost per person accommodated. Electronic submission in English is allowed.

This opportunity suits developers able to assemble or provide suitable land and deliver complete housing schemes, from design through construction and handover. Bidders need the capability to work to the Department for Communities Housing Association Guide, an Employer’s Design Brief and statutory body requirements, while developing an appropriate housing mix and range of house types. Relevant experience in social housing, affordable housing, mixed-tenure schemes or multi-dwelling residential construction would be well aligned with the requirement. Suppliers should be able to plan for accessible accommodation, including standard wheelchair homes, and manage sites of at least 10 units. The evaluation gives substantial emphasis to quality and social value as well as cost, so bidders need credible delivery proposals and community-benefit commitments.

Notice Title

APX055 - Competitive Land, Design and Build Competition for West Belfast Area.

Notice Description

Each Development (an individual Development Contract) is for the provision of social housing units in the West Belfast Area by means of design and build, where the Developer provides the land, designs, constructs and completes the scheme for Apex in accordance with the DfC Housing Association Guide, Employers Design Brief and statutory body requirements. Apex will consider mixed tenure developments that is where some of the homes are designed and built to be social housing and some may be affordable standard homes. In the interests of providing an efficient housing management service, any one site must provide a minimum of 10 units. The developers proposals must ensure each site includes a range of house types. It is a normal assumption from NIHE that 10% of any development should consist of standard wheelchair accommodation. The estimated value is indicative only. The final contract value will depend on the site tendered, achievable development capacity, final approved housing mix and tendered Development Price per Unit. No minimum expenditure or contract value is guaranteed.
