Summary of the contracting process

The University of Salford is seeking a turnkey software product and associated service to measure and report student capability. The solution is intended to assess and benchmark student strengths, helping the university understand individual confidence, ability and outcomes across personal, academic and professional development. It must also enable the university to measure its own performance in helping students reach their potential. This is a software package and information systems requirement, with delivery in Salford and the surrounding Greater Manchester area. The product is for use by the university’s school and must support assessment, benchmarking and reporting in one integrated solution. Suppliers offering established education, student development, assessment, analytics or reporting platforms may find the requirement relevant, particularly where implementation and user support are included.

The procurement has reached tender: the University of Salford invited offers through a below-threshold open competition. The enquiry deadline was 9 September 2026 at 23:59, and the tender submission deadline was 21 September 2026 at 12:00. Electronic submission is allowed through the university’s InTend portal. The estimated contract value is £60,000 excluding VAT, or £72,000 including VAT. The initial contract period runs from 1 January 2027 to 1 January 2028, with the possibility of two one-year renewals, taking the maximum end date to 1 January 2030. There is one lot. Evaluation is weighted 90% technical and 10% commercial, so the quality and suitability of the proposed solution carry substantially more weight than price.

This opportunity suits suppliers with a ready-to-deploy student capability, assessment or outcomes platform, together with the expertise to configure it for a university environment. Strong candidates are likely to demonstrate reliable software for assessing strengths, benchmarking performance and producing clear reports for different users, including students and institutional teams. Relevant experience may include higher education, student development, employability, personal tutoring, learning analytics or educational measurement. The requirement favours organisations able to provide a complete product rather than a standalone technical component, with implementation, onboarding and training capability built into their delivery model. Small and medium-sized enterprises are expressly suitable for the requirement, making it relevant to specialist education technology firms as well as larger established software providers.
