Summary of the contracting process

Filton Town Council is procuring works to fully redevelop the existing Blenheim Drive Play Area in Filton. The requirement covers redesigning, supplying and installing play equipment, together with safety surfacing and associated playground landscaping and flatwork. The aim is to create a modern, inclusive aviation-themed play space reflecting Filton’s aerospace heritage, within the existing site footprint. The facility serves the Conygre Ward and wider Filton community and is next to Filton Hill Primary School. The work category is children’s playground construction and equipment installation, including CPV codes 37535000, 45112723 and 45236210. The buyer is Filton Town Council, and delivery is at Blenheim Drive Play Area, Blenheim Drive, Filton, BS34 7AX.

The procurement has reached tender: Filton Town Council invited offers through a below-threshold open competition. Questions could be submitted until 5 October 2026 at 23:59, and tenders were due by 12 October 2026 at 23:59. The anticipated contract period is 1 December 2026 to 31 March 2027, subject to a successful Public Works Loan Board application; construction is expected to begin in January 2027. The estimated value is up to £300,000 excluding VAT, or £360,000 including VAT. Electronic submission is allowed. There is one lot, and it is identified as suitable for SMEs. Evaluation is based on proposed design 40%, maintenance and warranty 25%, quality control 10%, sustainability 10%, total price 10% and social value 5%.

This opportunity suits playground contractors, play equipment manufacturers and specialist installers able to provide an end-to-end redevelopment service, from design through supply, installation and safety surfacing. Bidders should be able to develop an aviation-themed, inclusive play design within an existing footprint and deliver the associated construction, landscaping and flatwork. Relevant experience in children’s play areas, public realm works or similar community facilities would be well aligned with the requirement. The evaluation gives greatest importance to design quality, followed by maintenance and warranty arrangements, so suppliers should be able to demonstrate robust quality control, durable equipment, reliable aftercare and clear warranty provision. Sustainability and social value commitments also form part of the assessment, and the single-lot structure is expressly suitable for small and medium-sized businesses.

Notice Title

Blenheim Drive Play Area Upgrade - Filton Town Council Conygre Regeneration Project

Notice Description

Re-design, supply and install play equipment and safety surfacing as required to fully redevelop the existing play facility at Blenheim Drive Play Area, Blenheim Drive, Filton, BS34 7AX. Filton Town Council is seeking tenders from suitably qualified and experienced suppliers to undertake the full redevelopment of the Blenheim Drive Play Area in Filton. Blenheim Drive takes its name from the Bristol Blenheim aircraft, which was designed and manufactured in Filton. Reflecting this strong connection to the town's aerospace heritage, the Council is seeking to transform the existing play area into a modern, inclusive and engaging aviation-themed play space that celebrates Filton's unique identity. The play area has recently transferred to Filton Town Council from the district authority, providing an opportunity to deliver a high-quality facility for the local community. The redevelopment will be undertaken within the existing footprint of the site. Blenheim Drive Play Area is the only children's play area within the Conygre Ward, which has approximately 5,000 residents. The site is located on Blenheim Drive and is adjacent to Filton Hill Primary School, which serves the local Conygre area and has 196 pupils. Across Filton, there are approximately 1,649 children aged 15 and under, while the Blenheim Drive facility is one of only two play areas serving the wider Filton community. The Council anticipates that the contract will commence on 1st December 2026 (subject to successful PWLB application), with construction works expected to begin in January 2027. The successful supplier will be required to develop a programme that achieves practical completion by 31st March 2027, with any necessary snagging works, no later than 31st June 2027. The estimated value of the contract is up to PS300,000 excluding VAT. Filton Town Council will be applying for a loan from the public works loan board to fund this project.
