Summary of the contracting process

The Pirbright Institute is seeking one supplier for site energy project development services at its Pirbright Laboratory in Woking. The work covers energy assessments and detailed reports identifying energy-efficiency improvements and operational cost reductions. Required work packages include analysis of Energy Centre utilities, metering strategy and utility energy use; a chilled-water project opportunity study; a compressed-air project opportunity study; a high-level energy audit of modular offices and warehouses; and a review of the site building management system and submetering. The supplier must attend appropriate project progress meetings and manage any subcontractors used. Each completed work package must result in a detailed report covering energy sources, sinks, performance gaps and recommendations, including the effect of existing and planned projects on future energy baselines.

The procurement has reached tender: the Institute invited offers through a below-threshold open competition. It is a single-lot services contract, evaluated on quality weighted at 65% and price at 35%. Questions could be submitted until 16 September 2026 at 16:00, and offers were due by 28 September 2026 at 12:00. The contract is scheduled to run from 2 November 2026 to 30 April 2027. The estimated value is £51,000 excluding VAT, or £61,200 including VAT. Electronic submissions were permitted through the Institute’s online procurement system. The requirement includes the preparation of energy assessments, opportunity studies, audits and reviews, followed by reporting for each work package and participation in project progress meetings.

This opportunity suits energy consultants and energy-management specialists able to assess complex operational sites and turn findings into practical improvement projects. Relevant capability includes utility energy analysis, metering strategy, energy-centre assessment, chilled-water and compressed-air systems, building management systems, submetering, and audits of offices and warehouses. Suppliers should be able to identify energy sources and sinks, diagnose performance gaps, and recommend efficiency and cost-reduction measures. The reporting must consider how existing and new projects affect the energy baseline, including new buildings, combining steam systems and on-site generation, and changes expected over coming years. A lead supplier must also coordinate project progress meetings and manage any subcontractors contributing to the work.
