Summary of the contracting process

Hull City Council is buying and installing a public-address system for live events at Trinity Market in Hull. The requirement covers audio-visual equipment, including the equipment supply and the installation needed to support events at the market. This is a goods procurement, although the installation element means suppliers will need to provide practical delivery and installation capability alongside the equipment. The council is seeking an organisation able to provide a complete live-events PA solution rather than equipment supply alone. The work will be delivered at Trinity Market, Hull, for the council’s use in supporting live events. The opportunity is relevant to audio-visual equipment suppliers, professional sound and PA system integrators, event production businesses, and installation contractors with suitable live-event sound capability.

The process has reached tender: Hull City Council invited offers through a below-threshold open competition using a single-stage open procedure. Questions could be submitted until 4 September 2026 at 4:00pm, and tenders were due by 8 September 2026 at 11:00am. The anticipated contract period is 30 September 2026 to 29 September 2027. The estimated value is £33,748 excluding the gross figure of £40,497.60, both in GBP. There is one lot. Offers are evaluated equally on quality and price, with each carrying 50% of the score. Electronic submission is allowed. Tenderers must complete all required submission documents; incomplete bids will be eliminated from further consideration.

This opportunity suits small and medium-sized enterprises, as the single lot is expressly identified as suitable for SMEs. Suppliers are likely to be best placed where they can select, supply, configure and install professional public-address equipment for live events, and can manage the practical requirements of delivering a complete sound system at a public market venue. Relevant businesses include specialist audio-visual equipment distributors, PA and sound-system integrators, event production companies and installation contractors. The requirement may also suit firms that combine equipment supply with onsite commissioning, testing and handover, rather than businesses offering equipment without installation support. A complete and carefully prepared tender response is important because the buyer states that incomplete submissions will be eliminated.
