Summary of the contracting process

The Procurement and Logistics Service, part of the Business Services Organisation, is preparing a procurement for inpatient parenteral nutrition products on behalf of Health and Social Care Northern Ireland. The requirement covers the manufacture, delivery and support of products used by patients with intestinal failure. This is a goods procurement, classified under CPV 33692200 for parenteral nutrition products. Delivery is across Northern Ireland. The buyer is seeking views from economic operators about the inpatient parenteral nutrition products market and potential requirements, so that future tender documents are clear and equitable for suppliers. The requirement is intended to support patients who cannot obtain adequate nutrition through normal intestinal function.

The process is at the planning stage: the buyer has announced an intention to procure and is conducting pre-market engagement, rather than inviting tenders. Interested suppliers are asked to complete and return the Pre-Market Engagement Questionnaire by 3.00pm on Monday 7 September 2026; the associated engagement milestone is recorded for 8 September 2026. The buyer expects the resulting contract to run from 1 May 2027 to 30 April 2031. Its estimated value is £16.5 million excluding VAT, or £19.8 million including VAT. The procurement is expected to use a framework agreement. It is planned as one lot, with the lot identified as suitable for small and medium-sized enterprises.

This engagement will suit manufacturers and specialist suppliers of inpatient parenteral nutrition products, particularly businesses able to combine product manufacture with reliable delivery and ongoing patient or clinical support. Suppliers should be prepared to explain the products and services they could provide for people with intestinal failure, their approach to meeting potential healthcare requirements, and how they would support consistent supply across Northern Ireland. The buyer is using market feedback to shape the future tender, so businesses with relevant operational knowledge can help identify clear and fair requirements before competition begins. The planned single-lot structure and stated SME suitability may make the requirement relevant to smaller specialist firms, as well as larger healthcare suppliers and potential delivery or support partners.
