Summary of the contracting process

NHS Wales Shared Services Partnership Procurement Services, hosted by Velindre University NHS Trust, intends to procure ophthalmology and vision-care consumables and associated products for delivery across the United Kingdom. The requirement covers ophthalmic surgical consumables, ophthalmic implants and devices, diagnostic and treatment consumables, and ophthalmology capital equipment. This is a goods procurement, including ophthalmology equipment (CPV 33122000). The buying organisation is acting for NHS Wales and is based at St Asaph Business Park. The scope is relevant to manufacturers, authorised distributors and specialist suppliers of ophthalmic medical products, surgical supplies, diagnostic equipment and related capital equipment. The procurement is being developed as a framework arrangement, so suppliers should consider whether they can support repeated purchasing across the framework’s intended period.

The process is at the planning stage: the buyer has stated an intention to procure, but this record does not invite tenders. The planned procurement is above threshold and has an estimated value of £50,000,000 excluding VAT, or £60,000,000 including VAT. It is expected to use a framework agreement. The planned contract period is 1 August 2027 to 31 July 2031, with a possible extension to 31 July 2032. The buyer plans virtual pre-tender engagement through Microsoft Teams on 7 October 2026 at 11am, with questions available during the session and a further seven-day question period afterwards. Suppliers wishing to join are expected to request access by 2 October 2026.

This planning exercise will suit suppliers with established capability in ophthalmology and vision-care products, including surgical consumables, ophthalmic implants, medical devices, diagnostic and treatment consumables, and capital equipment. Manufacturers, specialist distributors and businesses able to provide several product categories may be well placed when the framework reaches the market. The requirement is marked as suitable for small and medium-sized enterprises, so smaller specialist businesses should consider whether their product range and supply arrangements fit the scope. Businesses should prepare evidence of relevant product quality, regulatory compliance, clinical or technical support, reliable distribution and the capacity to supply NHS customers across the United Kingdom. The planned engagement session offers an opportunity to understand the tender approach and raise questions before the competition is developed.
