Summary of the contracting process

Velindre University NHS Trust, through the Welsh Blood Service, is buying an automated haematology analysis system for blood donor assessment, blood component quality monitoring, and research and innovation. The system must provide full blood count analysis, a five-part white cell differential and integrated reticulocyte analysis on the primary analyser. Further required capabilities include fluorescence platelet counting at low concentrations, reticulated platelet measurement, low-level white cell counting and blood component testing without separate instruments. The system should support FlowScore and reticulated haemoglobin analysis to help assess donor health and detect iron deficiency. Delivery is to the Cardiff and Vale area of Wales.

The buyer invited offers through an open procedure. The requirement is a single lot, and evaluation gives technical quality 60% and commercial price 40%. The estimated value is £409,496.88 excluding VAT, or £491,396.26 including VAT. The contract is scheduled to run from 1 April 2027 to 31 March 2032. The deadline for questions was 28 October 2026 at 17:00, and the deadline for bids was 4 November 2026 at 12:00. The buyer expected to complete evaluation and make an award decision by 1 December 2026. Bids may be submitted electronically in English.

This opportunity suits suppliers of clinical laboratory analysers with advanced haematology capability, particularly platforms designed for blood services, donor testing or blood-component laboratories. Suppliers need to show that their system can perform the specified cell counts and analyses, support routine blood-component quality control through dedicated blood-bank functionality, and operate without separate instrumentation for component testing. Relevant evidence includes successful implementation in a blood service, blood centre or comparable blood establishment, and support for donor health assessment methods such as FlowScore and reticulated haemoglobin analysis. The buyer also expects robust external quality assessment programmes with meaningful peer-group benchmarking based on sufficient users of the same analyser and methodology. Suppliers must demonstrate compliance with applicable medical-device regulations, a mature quality management system, and resilient service and maintenance arrangements to minimise downtime and protect continuity of critical testing.

Notice Information

Notice Title

WBS-FTS-64245 Haematology Testing System

Notice Description

The Welsh Blood Service (WBS) requires an advanced automated haematology analysis system to support blood donor assessment, blood component quality monitoring, research and innovation activities. The proposed solution will be required to provide automated full blood count (FBC) analysis, 5-part white cell differential capability and integrated reticulocyte analysis on the primary analyser. Of particular interest are systems capable of generating the data required to support emerging donor health assessment methodologies, including FlowScore calculation and reticulated haemoglobin analysis for the early detection of iron deficiency in blood donors. The requirement is includes advanced analytical capabilities that support the unique operational needs of a blood establishment. These include fluorescence platelet counting with high accuracy at low platelet concentrations, reticulated platelet measurement, low-level white cell enumeration suitable for blood component quality monitoring, and the ability to perform blood component testing without the need for separate instrumentation. Suppliers should be able to demonstrate how their platforms support routine blood component quality control programmes through dedicated blood bank functionality and provide evidence of successful implementation within blood services, blood centres or comparable blood establishments. WBS is particularly interested in solutions that are supported by robust External Quality Assessment (EQA/EQAS) programmes and can demonstrate meaningful peer group benchmarking through sufficient participant numbers using the same analyser platform and methodology. Suppliers should be able to demonstrate compliance with applicable medical device regulations, support quality and regulatory requirements through a mature quality management system and provide resilient service and maintenance arrangements that minimise downtime and ensure continuity of critical testing services.
