Summary of the contracting process

Rochdale Borough Council procured demolition works for the Middleton Gymnastics facility on Bowness Road in Middleton, Rochdale. The requirement was for a suitably qualified contractor to carry out the demolition, classified broadly as construction work. The Council is the buying organisation and the work is associated with the Rochdale area. This is a single requirement rather than a multi-lot programme. The procurement was intended to deliver the physical clearance and demolition of the named gymnastics facility, so relevant businesses are demolition contractors, building and civil engineering firms with demolition capability, and specialist construction contractors able to undertake this type of site work for a local authority.

The procurement has been awarded and the tender is complete. Rochdale Borough Council used a below-threshold limited competition. WINTERBURNS OF ROCHDALE LTD was awarded the single lot on 20 August 2026, and the contract was signed on 20 August 2026. The contract is active from 21 August 2026 to 9 October 2026. Its value is £61,627.85 excluding VAT, or £73,953.42 including VAT. The tender’s estimated value was £70,000 excluding VAT. The award was for works and covered the Middleton Gymnastics Bowness Road Demolition requirement. The recorded award status is active, while the associated contract is also active. The successful supplier is a small or medium-sized enterprise.

This award demonstrates demand from Rochdale Borough Council for a focused demolition project delivered by a suitably qualified contractor through a limited below-threshold competition. Businesses considering similar future work for this buyer would need practical demolition capability, suitable construction or demolition experience, and the capacity to manage a complete site-based works package within a short delivery window. A credible supplier would also need to understand local-authority tender requirements and be able to submit a compliant quotation without proposing changes to the Council’s contractual terms. The selected supplier was an SME based in Rochdale, indicating that smaller specialist contractors can compete for this scale of council works when they can evidence the relevant competence, resources, health and safety arrangements, and ability to deliver demolition works in the local area.
