Summary of the contracting process

Powys Teaching Health Board commissioned solar photovoltaic remediation works at Bronllys Hospital. The requirement covers replacing existing solar PV inverters because several are failing and the functioning units cannot communicate with monitoring portals used to track system output and benefits realisation. The replacement equipment is intended to provide reliable generation, improved efficiency and communications connectivity for remote monitoring. This is a construction and renewable-energy installation requirement, classified under CPV 45000000. The work is delivered at Bronllys Hospital in Powys. NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, managed the procurement for the Health Board. The requirement is suitable for small and medium-sized enterprises, and involves a single package of works.

The procurement is complete and a supplier was selected through a below-threshold direct award without competition, using the Welsh Procurement Alliance framework. Lighting Solutions was selected on 25 August 2026 for £14,496.26 excluding VAT, or £17,395.50 including VAT. The awarded contract period runs from 26 to 30 August 2026. One package covered the full requirement. The procurement was evaluated through the direct-award route rather than a competitive tender. A contract signature was scheduled for 26 August 2026. The award is recorded as pending, while the overall procurement is complete; the published outcome identifies Lighting Solutions as the selected supplier. The buyer is Powys Teaching Health Board.

This outcome indicates demand from Powys Teaching Health Board for specialist solar PV remediation rather than a new-build installation. A credible competitor for a future requirement would need practical experience replacing commercial or healthcare-site inverters, selecting high-efficiency compatible equipment, commissioning systems safely and working within a short installation programme. The ability to restore reliable generation across existing arrays would be important, alongside installing and configuring communications modules that connect with monitoring portals and support performance and benefits reporting. Suppliers should be able to deliver construction works on an operational hospital site, coordinate access and minimise disruption. Experience of public-sector procurement routes, particularly the Welsh Procurement Alliance framework, would also be commercially relevant.

Notice Title

POW-DCO-64034 - C790 Solar PV Remediation Works

Notice Description

There are a number of existing Solar PV arrays at Bronllys Hospital, many of the inverters for these systems are failing. Ones that are still running are unable to communicate with our portals for monitoring and benefits realisation purposes. The proposal is to replace all inverters with new high-efficiency models which provide a reliable output and have communications modules that can link to monitoring portals. To get the scheme off the ground and on site soon, the intent is to appoint via the framework maintained by the Welsh Procurement Alliance.
