Summary of the contracting process

The London Borough of Hounslow is seeking a construction contractor for the Stansfield Road Sustainable Drainage Systems (SuDS) scheme. The work involves building an attenuation basin in green space adjacent to St Dunstan’s Road, Hounslow, with excavation, lining, planting, new pipework and headwalls, four inspection chambers, a penstock valve, exceedance and flow-control chambers, and connections to the existing drainage network. An existing Thames Water sewer will be diverted into the basin, which will provide formalised storage and controlled discharge to reduce flood risk and pressure on the local network. Associated works include removing three trees, relocating a gate and working around live services and existing roads. The contractor must also provide above- and below-ground maintenance after construction.

The procurement has reached tender: the council invited offers through a below-threshold open competition. The deadline for enquiries is 17 September 2026 at 23:59, and the tender submission deadline is 1 October 2026 at 13:00. The contract period is 1 March 2027 to 31 May 2027. The estimated value is £275,000 excluding VAT and £330,000 including VAT. Electronic submission is allowed, using the London Tenders portal and project reference DN825147. There is one lot. Evaluation is based on price at 65% and quality at 35%, comprising construction methodology at 10%, construction phase plan at 10%, project team organogram at 5%, contract team at 5% and social value delivery and commitments at 5%.

This opportunity suits small and medium-sized construction and civil engineering businesses with experience delivering drainage, flood alleviation or sustainable drainage works. Relevant capability includes excavation and earthworks, pipe laying, manhole and inspection-chamber construction, headwalls, basin lining and planting, flow-control equipment and connections to existing networks. Contractors should be able to plan and manage work around live utilities, Thames Water infrastructure, existing roads, public green space and tree removal. The requirement also calls for above- and below-ground maintenance after construction, so suppliers should have suitable aftercare resources and operational capacity. Bidders will need to present a project team organogram, contract team, construction methodology and construction phase plan, alongside credible social value commitments.

Planning Information

We emailed 4 suppliers with details of our project. There were no key themes identified. There were no changes made to the requirement as a result and no supplier has been given an unfair advantage. The information supplied was: The works are: • It is proposed to construct an attenuation basin in the green space bordering St. Dunstan's Road and Grantley Road. An existing Thames Water sewer will be diverted into the basin, which will have a 300mm permanent water level and provide an additional 440m3 of storage. A new manhole with a penstock will be installed at the sewer diversion point to ensure the sewer is fully diverted into the basin. The basin will then discharge flows at a controlled rate into the existing network on St. Dunstan's Road. The proposed basin will provide formalised storage within the park, reducing the risk of flooding by alleviating pressure on the existing network, and increasing amenity value to the area. • • The works associated with the construction of the attenuation basin include: • • Excavation of attenuation basin. • • Removal of 3 trees and relocation of existing gate. • • New manhole connections to the existing drainage network. • • Pipe laying. • • Installation of a penstock valve. • • Installation of an exceedance chamber. • • Installation of a flow control chamber. • • Working around live services and existing roads.
