Summary of the contracting process

Business Services Organisation Procurement and Logistics Service is acting for Health and Social Care Northern Ireland to explore a Prescription Processing and Validation (PPV) Solution. The requirement is for an information technology service covering prescription transaction processing and validation, software development or configuration, data services, systems management, maintenance, support and related professional services. It may involve packaged or bespoke software and associated software supply. The work is intended to support health and social care prescription operations in Northern Ireland. The purchasing organisation is based in Belfast. This is a service requirement rather than a goods or construction project, with the main emphasis on developing, supplying and supporting a specialist digital solution.

The process is at preliminary market engagement and planning stage; it is not an invitation to tender. The buyer intends to use a questionnaire to gather suppliers’ views on potential requirements through the eTendersNI messaging portal. Clarifications are expected to be issued by 2 September 2026. The planned contract period shown is 9 September 2026 to 9 September 2026, although this is an indicative planning entry rather than a tender deadline. One planned lot covers the full PPV solution requirement. The published estimated value is £1 gross, including VAT, in GBP. Any expression of interest does not commit the buyer to a future tender or a supplier to participate.

This will suit software companies and IT service providers with capability in prescription, transaction-processing or validation systems, particularly those able to combine software development with data handling, system integration, configuration, maintenance and operational support. Suppliers offering either configurable products or bespoke development may be relevant, as the requirement spans packaged software, custom software and software supply. Experience of supporting high-volume or business-critical digital services would help businesses prepare a credible market response, although the engagement is intended to shape the buyer’s understanding of available solutions rather than select a supplier now. Firms with health-sector, pharmacy, prescription-data or public-sector technology expertise should monitor the requirement as it develops.
