Summary of the contracting process

High Speed Two (HS2) Limited plans a Residual Works Framework for construction works and associated engineering design along the Phase 1 route from London Euston to Handsacre, including the Birmingham Curzon Street spur. It is intended to cover both known requirements and emerging or currently unknown work, delivered in packages. Potential activities include highway schemes, permanent works, infrastructure completion, land restoration, mitigation, handback, design completion, validation, consents, urgent works and other residual requirements. The range of capabilities spans highways, structures, utilities, drainage, earthworks, landscaping, ecology, heritage, environmental work, civil design, surveys and site investigations, temporary works, demolition, fencing, mechanical, electrical and plumbing services, and specialist and ancillary work. Delivery is across the route in England.

This is at the planning stage: HS2 has set out an intention to procure, but has not invited tenders. It expects to use a competitive flexible procedure and establish a framework. The estimated value is £2.2 billion excluding VAT (£2.64 billion including VAT). The planned contract period is 9 March 2029 to 9 March 2039. HS2 expects a further procurement notice on 4 November 2027. It is conducting preliminary market engagement to understand suppliers’ interest, capacity and capabilities; this is non-binding and is not a competition. The deadline HS2 set for the Market Sounding Questionnaire was 5pm on 16 October 2026. The work is planned as packages, with one or several capabilities potentially required for different packages. No evaluation basis has yet been set out.

The planned framework is suited to construction and infrastructure contractors, engineering and design consultancies, and specialist providers able to deliver one or more of the stated capabilities. It may suit small and medium-sized businesses and voluntary, community or social enterprises; HS2 has marked the procurement suitable for both. Suppliers with experience in highways, structures, utilities, drainage, earthworks, environmental and ecological work, heritage, civil design, surveys, temporary works, demolition, building services or related specialist activities may find relevant package work. The buyer is seeking a flexible, capability-led supply base able to handle defined requirements as well as emerging, urgent and currently unknown residual work, with packages shaped for efficient delivery. At this stage, suppliers can inform HS2’s understanding of market interest, capacity and capabilities through its engagement exercise; this is preparation for a possible future procurement, not an invitation to bid.

HS2 Ltd has identified the need for ongoing access to a broad range of Civil, Environmental and Specialist & Ancillary capabilities to undertake a variety of residual works and associated activities, as required, along the Phase 1 line of route from London Euston to Handsacre, including the Birmingham Curzon Street spur. For this, the Residual Works Framework will be required. HS2 Ltd requires a capability-led framework to deliver packages of works and services, and have the flexibility to undertake future, currently unknown activities. The scope includes both known requirements and potential residual works, ensuring the framework can respond to emerging needs over time. Works will be split into packages to enable the most efficient delivery of works for HS2 Ltd and the End User. A single or range of capabilities maybe required to deliver various types of packages.
