Summary of the contracting process

South Western Ambulance Service NHS Foundation Trust is planning services to maintain and manage its clinical training manikins and simulation equipment. The anticipated scope covers preventative maintenance, planned servicing, inspections, repairs, refurbishment, spare parts and consumables, collection and return, mobile engineering visits, diagnostics, reporting, asset-condition assessments, lifecycle planning, replacement recommendations, support for new purchases, asset-management integration, and calibration, testing and certification where applicable. The equipment is mainly manufactured by Laerdal Medical and Limbs & Things and includes resuscitation manikins, airway and intravenous training equipment, birthing simulators and pneumothorax trainers. Work would take place across training locations in Gloucestershire, Bristol, North Somerset, South Gloucestershire, Bath, Swindon, Wiltshire, Somerset, Devon, Dorset and Cornwall.

This procurement is at the planning stage and is currently preliminary market engagement, not an invitation to tender or a competition. The Trust expects to use supplier responses to understand market capability, service models and indicative pricing before deciding whether to run a future competitive procurement. It anticipates a single arrangement covering existing equipment, future purchases, servicing, maintenance, repairs, refurbishment and multi-site support. The indicative contract period is 1 April 2027 to 30 September 2031, with renewal provision potentially extending to 30 September 2032. The published estimated value is £1.00 net and £1.20 gross, including VAT, in GBP. Suppliers are asked to send a capability statement and indicative pricing information by 30 September 2026.

The engagement is suited to SMEs and voluntary, community or social enterprises with specialist medical-equipment servicing capability. Relevant suppliers should be able to support Laerdal and Limbs & Things products, provide trained engineers and genuine replacement parts, and deliver services across the South West. The Trust is considering both on-site and workshop-based servicing, collection and return logistics, mobile engineering, service-level options and annual reporting. Useful additional capabilities include manufacturer approvals or accreditations, calibration and certification, asset tracking, online reporting portals, lifecycle management, refurbishment, sustainability and reuse programmes, and integration with asset-management systems. Suppliers with experience managing dispersed equipment estates, supporting future acquisitions and providing indicative maintenance, repair and call-out pricing should prepare for a possible later competitive exercise.

Background South Western Ambulance Service NHS Foundation Trust is undertaking preliminary market engagement to identify suppliers capable of providing preventative maintenance, servicing, repair, refurbishment, spare parts support and lifecycle management services for its portfolio of clinical training manikins and simulation equipment located across the South West. The Trust is seeking information from suitably experienced organisations to better understand market capability, service models and indicative pricing structures in advance of any future procurement exercise. This notice does not constitute a call for competition and no contract will be awarded as a result of this market engagement exercise. Scope of Requirement The Trust currently operates a significant estate of clinical training manikins and simulation equipment, primarily manufactured by Laerdal Medical and Limbs & Things. The approximate equipment portfolio includes: Equipment Type- Approximate Quantity Resusci Anne QCPR / Little Anne QCPR - 44 Resusci Junior QCPR / Little Junior QCPR - 34 Resusci Baby QCPR - 40 Airway Management Trainer - 25 Multi-Venous IV Training Arms - 23 PROMPT Flex Birthing Simulators - 17 Pneumothorax Trainers - 4 The portfolio may increase or decrease during the life of any future contract. Service Requirements Under Consideration The Trust is interested in understanding supplier capability to provide: Preventative maintenance programmes. Planned servicing. Inspection and condition assessments. Repair and refurbishment services. Replacement components and consumables. Collection and return logistics. Mobile engineer/site visit support. Technical diagnostics and fault finding. Annual service reporting. Asset condition reporting. Lifecycle planning and replacement recommendations. Support for future purchases and newly acquired equipment. Integration with asset management systems where available. Calibration, testing and certification services (where applicable). Equipment Locations Equipment is currently distributed across multiple education and training locations including: Gloucestershire Bristol, North Somerset and South Gloucestershire (BNSSG) Bath, Swindon and Wiltshire (BSW) Somerset Devon Dorset Cornwall Suppliers should indicate whether support can be delivered across all locations. The Trust reserves the right to undertake a competitive procurement process at a later date.
