Summary of the contracting process

Durham County Council is seeking a supplier for door entry systems for residential and domestic properties used by relevant service users of its Adult and Health Services. The requirement covers the supply, installation, maintenance and repair of door opening and door release systems, including video and audio door entry systems. The purpose is to meet assessed user needs and support the Council’s duty of care. Needs will be identified by occupational therapists within the Council’s Adult and Health Services. The work will be delivered in the Durham area. This is a public-sector service contract covering both initial equipment provision and ongoing technical support, so it is relevant to businesses operating across access control, door entry, electronic security and associated property maintenance services.

The procurement has reached tender: Durham County Council invited offers through a below-threshold open competition. It has one lot. Enquiries were due by 18 September 2026 at 12:00, and offers were due by 25 September 2026 at 10:00. Electronic submission is allowed. The contract is scheduled to run from 1 November 2026 to 31 October 2030, with an option to extend by two further 12-month periods, giving a maximum end date of 31 October 2032. The estimated value is £150,000 excluding VAT, or £180,000 including VAT. The tender will be evaluated on quality and price, weighted 60% and 40% respectively. The lot is identified as suitable for small and medium-sized enterprises.

This opportunity suits a specialist door entry or electronic access-control contractor able to supply, install, maintain and repair systems in occupied residential and domestic settings. Relevant capability includes door opening and release equipment, together with video and audio entry systems, and the ability to respond to assessed needs for individual Adult and Health Services users. Suppliers should be prepared to provide continuing maintenance and repair support alongside installation, rather than a one-off equipment supply. The requirement may suit small and medium-sized businesses, including firms with established local engineering, installation and responsive maintenance teams. Businesses with practical experience of adapting or supporting access systems in homes, coordinating with occupational-therapy-led requirements and managing varied service-user needs are likely to be well placed to compete.
