Summary of the contracting process

Transport for London is procuring vegetation inspection services across its infrastructure in the United Kingdom. The requirement covers regular maintenance and one-off project requests, using arboricultural, ecological and environmental expertise. Work includes track-side inspections of vegetation, fencing, routine off-track vegetation, tree condition, possession tree-work specifications and canopy corridors in relation to leaf-fall adhesion risk. It also includes inspections around stations, car parks and green roofs where required, to protect railway operations, staff and passengers. The supplier must provide TfL with full access to, and ownership of, collected track inspection and ecological data. The work is for inspection and assessment only; vegetation clearance and treatment are outside scope. Related services include railway-track and environmental monitoring, technical consultancy and inspection services.

The procurement has reached tender: TfL invited offers through an open competitive flexible procedure. The process includes a selection stage, initial tenders, possible negotiation or dialogue rounds, final tenders and assessment. Offers were to be submitted electronically in English through SAP Ariba by 2 November 2026 at 23:59 UTC, with the intended award decision by 20 November 2026 at 23:59 UTC. The contract is valued at £690,000 gross. It is due to run from 1 December 2026 to 30 November 2029, with a possible 3+1 extension to 30 November 2030. Evaluation is based on technical quality 35%, commercial pricing and contract 30%, survey, inspection and data assurance 15%, social value 10%, and safety, health and environment 10%.

This opportunity suits SMEs and voluntary, community or social enterprises with proven vegetation inspection, arboricultural, ecological or environmental surveying capability, particularly in rail or other operationally sensitive infrastructure. Shortlisted suppliers must complete a Procurement Specific Questionnaire and demonstrate relevant experience delivering comparable services. Delivery personnel need the qualifications and certifications set out in the specification, including Sentinel certification with ICI-LUL endorsement, LANTRA Basic or Professional Tree Inspection qualifications, and at least an NQF Level 3 arboricultural qualification for tree condition assessment surveyors. Strong bidders will also need reliable survey, inspection and data-assurance processes, safe systems for hazardous environments, sound project management, innovative methods and the capacity to support both ongoing inspections and one-off requests across TfL infrastructure.

TfL Vegetation Inspection Services

Notice Description

Transport for London (TfL) is establishing a contract for vegetation inspection services to enable TfL to access arboricultural, ecological and environmental expertise, whether that is regular, ongoing maintenance or one-off, project-specific requests. In addition, this contract will require the supplier to provide TfL with full access to, and ownership of, the track inspection and ecological data that is collected. Inspections will be carried out in line with TfL track engineering safety standards to ensure the track is safe for operation, by suitably certificated personnel (including Sentinel with ICI-LUL endorsement and LANTRA tree inspection qualifications). Built environment vegetation inspections - Environmental and vegetation inspections in and around station grounds, car parks and green roofs (if required).
