Summary of the contracting process

Transport for Greater Manchester procured an industry-specific software solution to publish operational traffic-management data automatically. The requirement covers standardised UTC and SCOOT messages in JSON format, delivered through an AMQP 1.0 event-driven interface for direct ingestion into TfGM’s data warehouse. The system is intended to replace manual and inconsistent extraction of data from TfGM’s UTC-UX system, including traffic-signal information, SCOOT performance, bus-priority activity and network conditions. The resulting data flows support analysis, KPI reporting, modelling and more data-driven network management. The buying organisation is Transport for Greater Manchester, based in Manchester. Delivery is for TfGM’s operations in Greater Manchester, within the United Kingdom. The procurement is classified as goods, specifically an industry-specific software package.

The procurement is complete and was awarded directly without competition as a below-threshold contract. The buyer selected YUNEX LIMITED because it already provides the UTC system with which the software must be technically compatible, and the procurement states that time and compatibility constraints meant no other supplier could be considered. The award date was 1 September 2026. The contract was signed on 1 September 2026 and runs from 7 September 2026 to 6 September 2031. Its value is £152,653 excluding VAT, or £183,183.60 including VAT. There was one completed lot and one active award, both covering the full requirement. YUNEX LIMITED is the awarded supplier. The published process does not set out separate scored evaluation criteria.

This requirement is most relevant to suppliers with established expertise in traffic-management technology, UTC and SCOOT systems, event-driven data integration and operational data platforms. A credible competitor would need to demonstrate that its software can publish reliable, standardised traffic-signal and network-performance data in JSON, expose it through AMQP 1.0, and integrate cleanly with a public-sector data warehouse. Experience supporting bus-priority data, KPI reporting, analysis and modelling would be directly relevant. The award also shows that technical compatibility with an existing UTC platform was decisive, so future suppliers would need either proven integration with the buyer’s incumbent traffic-management environment or a robust migration and interoperability approach. TfGM’s required solution is automated, scalable and suitable for sustained network-management use, favouring suppliers with the capacity to support a large operational authority.

Notice Title

TfGM UTC Data Publisher

Notice Description

TfGM's UTC-UX system holds a wide range of operational data about traffic signals, SCOOT performance, bus priority activity and network conditions. This data is valuable for analysis, KPI reporting and modelling, but the current process for extracting it is manual, inconsistent and resource-intensive. A more automated and scalable approach is required to support TfGM's wider digital traffic management ambitions. To address this, Yunex has a new UTC Data Publishing solution that will automatically publish standardised UTC and SCOOT messages in JSON format through an AMQP 1.0 event-driven interface. This will allow TfGM to ingest data directly into the data warehouse in a structured, reliable and automated way. This procurement will modernise TfGM's data flows, reduce manual effort, and support the organisation's wider move toward more data-driven network management. For time and for technical compatibility issues, no other supplier could be considered for this service as Yunex already provide the UTC that this software will work with.
