Summary of the contracting process

The City of London Corporation plans works for the Barbican Renewal Programme: demolition and structures. The package concerns refurbishment and alteration of an occupied Grade II listed Brutalist concrete building dating from 1965–1982, rather than new-build construction. It covers demolition, enabling works, temporary works, and primary structural design and construction across Renewal Phase 1, with sitewide contractor design responsibilities for secondary and tertiary steelwork, non-loadbearing masonry, builders’ work openings, steel reuse and related design. It also includes selected architectural fabric removal, internal partitions and screed. Specific areas include infrastructure and sitewide structural works, Conservatory demolition and strengthening, Foyers Bridge steelwork dismantling and re-decking, Foyer Shop demolition, shaft-opening coordination, Catering Block slab modifications, and Stair 8 structural coordination. The work will be delivered in the City of London, United Kingdom.

This is a planned procurement, with the buyer intending to use a selective competitive flexible procedure. The planned process has two stages: an Invitation to Participate followed by an invitation to tender, with workshops, site visits, technical and commercial submissions, and interviews. The buyer expects to invite four pre-qualified candidates to the second stage. Expressions of interest are expected by 19 October 2026 at 12:00, and enquiries may be submitted until 9 October 2026 at 12:00. The expected award decision date is 19 February 2027. The contract is expected to run from 29 March 2027 to 18 December 2028, with a possible extension to 18 June 2029. Its estimated value is £16 million excluding VAT, or £19.2 million including VAT. There is one planned lot, with options and renewal provisions for additional works and programme overruns.

The package is intended for contractors with substantial capability in demolition, structural construction, temporary works and design coordination on complex refurbishment projects. Relevant experience is likely to include working in occupied buildings, Grade II listed or heritage settings, Brutalist concrete structures, restricted-access sites and phased construction or closure-period logistics. Suppliers should be able to manage structural strip-out, steelwork dismantling and reuse, slab modifications, shaft openings, strengthening, non-loadbearing masonry, builders’ work openings and architectural fabric removal. The work will suit businesses able to coordinate multidisciplinary design responsibilities and manage asbestos-related interfaces, mechanical and electrical strip-out interfaces, and technical risks during demolition. Participation is identified as suitable for small and medium-sized enterprises, but applicants will need adequate financial capacity, insurance, modern slavery and data protection arrangements, together with demonstrable experience for scored assessment.

Notice Title

Barbican Renewal Programme - Demolition and Structures

Notice Description

Refurbishment and alteration to an existing, occupied Grade II listed Brutalist concrete building (1965-1982) -- not new-build; minimal structural intervention philosophy, using existing capacity and justifying retained elements without strengthening wherever possible. The project comprises demolition, enabling, temporary works and primary structural design and construction across the Renewal Phase 1 work areas, together with a sitewide Contractor Design Portion (CDP) framework covering secondary/tertiary steelwork, non-loadbearing masonry, builders work openings, steel reuse and other structure-adjacent design responsibilities. This package also carries a defined allocation of architectural fabric-removal ("Advanced Works") scope and a smaller number of new internal partition and screed items prepared by the Architect, allocated to this package because they precede, depend upon, or are structurally coincident with the demolition and structural strip-out sequence. * Infrastructure and Sitewide Structural Works. * Conservatory: Level 3 demolition/strengthening. * Foyers: Foyers Bridge steelwork dismantling/re-decking, Foyer Shop demolition, shaft-opening coordination. * Catering Block: Shaft 08-11 slab modifications across multiple levels * Stair 8: structural coordination
