Summary of the contracting process

Cumberland Council, through its Enterprising Cumbria programme, procured business support diagnostic services for small and medium-sized enterprises in Cumbria. The work involves assessing businesses’ needs and growth ambitions, then considering priorities including innovation, investment, skills, net zero and international trade. Providers must also signpost businesses to suitable follow-on support after the diagnostic session. This is a business analysis and consultancy service, with related business support activities, delivered across Cumbria. The requirement is intended to support the coordinated delivery of Department for Business and Trade-funded activity and help local businesses achieve their growth ambitions. It will suit organisations or individual consultants experienced in diagnosing business needs and providing practical, locally relevant growth support.

The procurement is complete and the contract was awarded through a below-threshold procedure. One lot was awarded to twelve suppliers: Kate Brundrett Associates Ltd; Complete Business Advisory Solutions Ltd; Professional Pit Stop Ltd; Destinations Coaching; James Hadwin trading as JH Agri Consultancy; The Farmer Network Limited; Broughton & Beech Ltd; M4C Ltd; Federation of Small Businesses Limited; Hospitality Counsellor; AJ Lakes Consultancy; and Shout Connect Ltd. The contract was signed on 27 April 2026 and runs from 1 May 2026 to 31 March 2027. Its value is £58,380 excluding VAT, or £70,056 including VAT. Payment is based on a unit price for each completed business assist, subject to valid and complete paperwork. The award basis and detailed scoring criteria are not stated.

This award shows demand from Cumberland Council for SME-facing business diagnostics delivered through a multi-supplier model. Credible future competitors would need practical experience of assessing small businesses, identifying barriers to growth and turning diagnostic findings into clear next steps. Relevant capability includes understanding innovation, investment, workforce skills, net zero and international trade, since these are the themes the service is expected to address. Providers should be able to work with businesses across Cumbria and maintain accurate records for activity-based payment. The ability to identify suitable follow-on support and make effective referrals is central to the service, so useful partners or knowledge of local business support provision would strengthen a supplier’s position. The appointed suppliers include specialist consultancies, individual advisers, an SME network, a business membership organisation and a communications company.
