Summary of the contracting process

Suffolk County Council intends to appoint contractor(s) to receive and process garden waste delivered directly by Ipswich Borough Council, Babergh District Council, Mid Suffolk District Council and West Suffolk Council. The service covers composting and non-hazardous waste treatment, including producing compost to PAS 100 standard that can be sold as soil improver or spread on agricultural land. The work is organised around the district and borough collection areas in Suffolk, with processing locations and transport distances relevant to delivery. Suffolk County Council will contract on behalf of the participating councils. The service is intended to minimise overall cost and environmental impact, considering haulage distances, transport effects and treatment costs.

This procurement is at the planning stage: the council has stated its intention to procure but has not invited tenders. It expects to issue the next notice by 4 January 2027 and anticipates contracts starting on 1 April 2027, running to 30 June 2030, with possible renewal to 30 June 2032. The planned above-threshold procedure is a tender, with evaluation expected to consider transport distance, haulage impacts, treatment costs, overall cost and environmental impact. Three lots are described: Babergh and Mid Suffolk, estimated at 14,400 tonnes a year and £2,950,000; Ipswich, 5,700 tonnes and £1,150,000; and West Suffolk, 11,900 tonnes and £2,400,000. Values exclude VAT, and volumes and spend are not guaranteed. A market engagement questionnaire is planned for responses by 24 September 2026 at 5pm.

The work is likely to suit composting, green-waste treatment and non-hazardous waste operators with suitable processing capacity and a site positioned to serve one or more Suffolk collection areas. Providers will need to demonstrate the ability to produce compost meeting PAS 100, suitable for sale as soil improver or agricultural use, and to manage the associated receipt, treatment and haulage arrangements. The council is seeking solutions that reduce environmental impact and cost, so efficient transport planning and treatment operations will be important. Suppliers should be prepared to accommodate changing tonnages and work flexibly during local government reorganisation, when boundaries may change. The council has indicated that the procurement is suitable for SMEs and voluntary, community or social enterprises.

Suffolk County Council is seeking to appoint a Contractor to receive and process Garden Waste. The waste is expected to be delivered directly to the processing site by Ipswich Borough Council, Babergh District Council, Mid Suffolk District Council and West Suffolk Council. The Authority is interested in solutions which minimise the overall cost and environmental impact of the service. Consequently, the future procurement will consider the transport distance between collection areas and treatment facilities, together with associated haulage impacts and treatment costs, as part of the evaluation methodology. Processing should create a composted material, to PAS100 standards, suitable to be sold as soil improver or to be spread on agricultural land as a composted material. The contract/s will be between the successful Contractor/s and Suffolk County Council, who are acting on behalf of the District and Borough Councils. Interested providers will be expected to work flexibly with Suffolk County Council throughout the Local Government re-organisation (LGR) period. The revised Suffolk structure is expected to commence April 2028 and is likely to result in changes to boundaries which may have impacts on tonnages delivered under each contract awarded, however we cannot provide clarity on this at the current point in time.
