Summary of the contracting process

Bromsgrove District Housing Trust Limited is seeking one or more financially secure insurers to provide its Property, Liability and Motor Fleet insurance programme, excluding broker services. The requirement includes underwriting, claims management and risk management services. Property and liability cover may include property damage and business interruption, employers’ liability, public liability, products liability and property owners’ liability. The motor requirement may include motor fleet cover, motor legal expenses, uninsured loss recovery and an OBU extension. The procurement is divided into two lots: property and liability insurance, and motor-related insurance. Services will be delivered across the United Kingdom, for BDHT’s housing operations and associated risks.

The procurement has reached tender: BDHT invited offers through a selective competitive flexible procedure under the Procurement Act 2023. Enquiries close at 23:59 on 9 October 2026, and expressions of interest or tenders are due by 23:59 on 16 October 2026. BDHT expects to evaluate tenders and award by 1 December 2026. The contract period for both lots is 1 January 2027 to 31 December 2029, with a possible two-year extension to 31 December 2031. The estimated gross value is £1,344,000. Lot 1 is valued at £1,200,000 gross, including a £960,000 estimate; Lot 2 is valued at £144,000 gross, including a £120,000 estimate. Evaluation for each lot is 40% premium cost, 25% cover quality, 15% claims management, 10% risk management and added value, 5% financial strength and capacity, and 5% social value.

This opportunity suits insurers able to underwrite general non-life, property, liability and motor fleet risks, with supporting claims and risk management teams. Bidders should be able to design suitable insurance solutions, manage claims effectively, provide risk management and added-value services, and demonstrate reliable service delivery. BDHT expects insurers to hold a minimum financial strength rating of A-. It may consider a lower-rated insurer where appropriate market security information is supplied and approved. Relevant experience includes delivering insurance programmes for social housing organisations, together with evidence of financial strength, market security, operational capacity and an experienced service delivery team. Firms able to support negotiation or dialogue on coverage, limits, excesses, pricing, claims handling, implementation and social value will be well placed.

The insurance programme may include, but is not limited to, Property Damage and Business Interruption, Employers' Liability, Public Liability, Products Liability, Property Owners' Liability and Motor Fleet cover. Insurers are expected to hold a minimum financial strength rating of A-. Where a lower-rated insurer is proposed, BDHT may consider the insurer at its discretion, subject to receipt and approval of appropriate market security information. Bidders will be assessed on: The suitability and quality of the insurance solutions offered. Financial strength and market security. The capability and experience of their service delivery team. The quality of underwriting, claims management and risk management services. Experience of delivering insurance programmes within the social housing sector. Bromsgrove District Housing Trust Limited (BDHT) will utilise the Gallagher Delta eTendering Portal for the administration of this procurement. Arthur J Gallagher Insurance Brokers Limited is acting as the BDHT's appointed insurance broker and will provide administration and evaluation support; however, all procurement decisions remain the sole responsibility of Bromsgrove District Housing Trust (BDHT).
