Summary of the contracting process

The Civil Aviation Authority intends to procure a remote identification service provider for the UK. The service will support Remote ID for unmanned aircraft (UA), enabling an aircraft in flight to emit identification and location data that can be captured remotely, identified and accessed by other parties. The requirement covers the technology needed to implement this capability as part of the CAA’s proposed UK Remote ID solution. It is a public-sector aviation technology and software development service, classified under CPV 72212132 for aviation test software development services. Delivery is expected across England, including the North East, North West, Yorkshire and the Humber, West Midlands, East Midlands, East of England, London, South East and South West.

This procurement is at the planning stage: the CAA has stated an intention to procure, but has not issued an invitation to tender. The requirement is above the applicable threshold and is arranged as one lot, marked as suitable for small and medium-sized enterprises. The buyer expects the contract to run from 1 August 2027 to 31 July 2029, with a possible extension or renewal allowing it to continue until 31 July 2031. The CAA has scheduled preliminary market engagement, with access to request-for-information documents subject to a non-disclosure agreement. Interested suppliers are expected to engage by 1 October 2026. The record sets out an aviation software service requirement rather than a current bid submission exercise.

This will suit suppliers with experience designing, developing, testing or operating remote identification systems for unmanned aircraft and other aviation technology. Relevant businesses are likely to understand how aircraft identification and location data is emitted, remotely captured, accessed and used by authorised parties. Capability in aviation software development and testing will be important, alongside the ability to translate a proposed regulatory or operational solution into dependable technology for UK-wide use. Suppliers that can work with an aviation regulator, handle sensitive requirement information under a non-disclosure agreement and support a service through implementation and operation should prepare for the future competition. The single-lot structure and stated SME suitability may make this relevant to specialist technology firms as well as larger aviation systems providers.
