Summary of the contracting process

Herefordshire Council bought specialist procurement and legal advisory services to support the delivery of its Care Home Partnership Framework. The work covers shaping the procurement approach, preparing legal and commercial documentation, and supporting the process through award and mobilisation. Its purpose is to secure high-quality, sustainable care home provision that meets statutory duties and Herefordshire’s longer-term adult social care needs. The service category is business and legal consultancy, associated with CPV 79000000. Delivery is for Herefordshire Council in Hereford and the surrounding Herefordshire area. This is a focused professional-services requirement for a provider able to combine public procurement expertise with legal and commercial support in the adult social care context.

The procurement is complete and was awarded following a below-threshold limited competition using an invited-quotes process under the Procurement Act 2023. One completed lot was awarded to BIRKETTS LLP. The award was active and dated 19 August 2026. The contract was formally executed on 19 August 2026, although services commenced on 1 May 2026. The stated contract period runs from 19 August to 30 October 2026, with provision for month-by-month extensions, subject to demand, governance and budget approval, up to 28 February 2027. The contract value is £57,420 excluding VAT and £68,904 including VAT. The published requirement describes end-to-end support through award and mobilisation.

For a future requirement of this type, credible competitors would need a combined procurement, legal and commercial advisory capability rather than a single narrow specialism. Relevant experience would include designing procurement approaches, producing compliant tender, legal and commercial documentation, managing delivery through evaluation and award, and supporting mobilisation. Familiarity with statutory adult social care duties and the practical requirements of care home partnerships would be important, as would the ability to advise a council on sustainable, high-quality provision. The awarded route also shows that Herefordshire Council has used a below-threshold invited-quotes process for this focused assignment, so suppliers should be able to present a concise, relevant proposition and deliver quickly within a short, tightly managed engagement.
