Summary of the contracting process

Cambridgeshire County Council intends to commission a successor Child Weight Management Service across Cambridgeshire. The service will provide integrated community health support for children through three tiers: universal preventative support, targeted group programmes and targeted one-to-one programmes. Delivery will combine face-to-face and online services. The approach will use proportionate universalism, adapting support to address obesity-related health inequalities across the county. This is a services procurement under the community health services category (CPV 85323000). It will suit providers with experience of child weight management, public health delivery, behaviour-change support and coordinated services across universal and targeted provision. Providers should be able to operate through both in-person and digital channels across Cambridgeshire.

The procurement is at the planning stage: the council has stated its intention to procure a successor service, but has not issued an invitation to tender. It expects to use a competitive process under the Health Care Services (Provider Selection Regime) Regulations 2023. Preliminary market engagement is planned through a market engagement document and provider questionnaire. The deadline for completing the questionnaire is 28 September 2026 at 23:59. The council’s indicative date for a future notice is 28 October 2026. The estimated procurement value is £1,640,000 including the stated currency of GBP. One lot is planned, covering the complete Child Weight Management Service across Cambridgeshire.

This will be relevant to organisations that can design and deliver integrated child weight management services at county scale. The required service model spans universal prevention and more targeted interventions, so suitable providers are likely to need practical experience across population-level health improvement, group work and one-to-one support. Capability to deliver consistently through face-to-face and online channels will be important, as will the ability to coordinate a three-tier pathway rather than provide an isolated intervention. The council has also identified obesity-related health inequalities as a core concern, making experience of proportionate, needs-led public health provision valuable. Providers should use the planning period to assess how their clinical, public health, digital and community delivery capabilities fit this model.

Notice Title

26055 Child Weight Management

Notice Description

Since 2023, there has been a standalone, integrated Child Weight Management Service in Cambridgeshire, commissioned by Public Health. As the service is soon coming to an end, we intend to go out to procurement for a successive Child Weight Management Service across Cambridgeshire. The new service will be a 3 step (tier) integrated service, combining universal preventative support with more targeted group and one to one programmes. The service will be delivered both face to face and online across the county, with a proportionate universalism approach used to address key obesity related health inequalities.
