Summary of the contracting process

NHS Greater Manchester Integrated Care Board is seeking specialist research, creative development and delivery support for a new, always-on stop-smoking campaign programme across Greater Manchester. The work is intended to replace short bursts of activity built around one campaign idea with an insight-led programme of targeted communications. It will support people who smoke across different audiences, places and stages of the quitting journey. This is a public health communications and advertising campaign services requirement, with NHS Shared Business Services acting as the procuring agent. Delivery is across Greater Manchester, for the benefit of local populations and communities. The requirement covers the full cycle from researching audience insight and developing campaign activity through to delivering the resulting communications.

The procurement has reached the tender stage: the buyer invited offers through a below-threshold open competition. It is a single-lot services contract. Enquiries had to be submitted by 12:00 on 15 September 2026, and offers by 14:00 on 18 September 2026. Electronic submission was allowed through the specified procurement portal. The contract period is 19 October 2026 to 31 March 2027. The estimated value is £120,000 excluding gross amounts, with a gross value of £144,000, in GBP. Offers are evaluated on 80% quality and 20% price. Quality is divided between expertise and credibility (25%), delivery (25%), awareness and understanding (20%), and social value (10%). The opportunity is identified as suitable for small and medium-sized enterprises.

This requirement suits an agency or specialist communications provider able to combine behavioural research, audience insight, creative development and campaign delivery. Strong candidates will understand smoking cessation and public health communications, and be able to turn insight into targeted activity for different audiences, locations and points in the quitting journey. The evaluation places particular emphasis on expertise and credibility, delivery, and awareness and understanding, so suppliers should be able to demonstrate relevant professional capability, a credible approach and the capacity to deliver an always-on programme rather than a single short campaign. Experience of managing integrated advertising or behaviour-change campaigns would be directly relevant. Social value also forms part of the quality assessment, and the opportunity is suitable for SMEs.
