Summary of the contracting process

The Mayor’s Office for Policing and Crime (MOPAC) intends to commission London-wide support to help victims and survivors of violence against women and girls (VAWG) achieve economic independence. The service has three strands: improving the workforce’s ability to recognise economic abuse and help people recover from it; providing direct support to regain economic stability after abuse; and helping survivors rebuild independence through education, training and employment. This is health and social work services, delivered across London. The programme is intended to address both economic abuse and the wider effects of VAWG, combining workforce development with direct support for survivors.

This procurement is at the planning stage: MOPAC has set out its intention to procure, but has not invited tenders. The buyer expects to publish a further notice by 30 October 2026. It has planned in-person market engagement at City Hall, London, on 30 September 2026 and an online session on 2 October 2026; booking was requested by 28 September. The intended initial contract runs from 1 April 2027 to 31 March 2030, with a potential one-year extension to 31 March 2031. The stated potential value is £2.76 million for the initial term and £920,000 for the extension, £3.68 million in total, excluding VAT. One lot is planned; no procurement method or evaluation criteria are stated.

The work is suited to a VAWG specialist provider able to deliver across London and cover all forms of violence against women and girls, including economic abuse. The required programme spans workforce capability-building, practical support to restore survivors’ economic stability, and routes into education, training and employment, so providers need relevant service-delivery expertise across these areas. MOPAC will accept applications from a single organisation and welcomes partnership or consortium arrangements, reflecting the different elements of the programme. Any partnership must have one lead provider and be able to deliver all key programme elements, mobilise quickly within the required timeframes, and operate with a robust safeguarding framework. Organisations are also expected to be anti-racist and anti-discriminatory, and to pay staff at least the living wage. These requirements point to a substantial, multi-strand service requiring London-wide delivery capacity.
