Summary of the contracting process

NHS England is procuring pharmaceutical products for an NHS national framework covering generic oral medicines, non-parenteral products and hospital housekeeping products. The requirement is divided into two lots: oral and non-parenteral products, and hospital-only oral, non-parenteral and housekeeping products. Supplies are intended for NHS purchasing points across England, including the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, the South East and the South West. The framework will support purchasing across regional groupings, with product-specific call-offs under its terms. It is a goods requirement for manufacturers, wholesalers and other pharmaceutical suppliers able to supply the specified product ranges to NHS organisations.

The procurement has reached tender: NHS England has invited offers through an open procedure. It uses a framework agreement with contracts awarded through reopening competition. The total estimated value is £432,283,092 excluding VAT and £518,739,710 including VAT. Lot 1 is valued at £281,791,000 excluding VAT and runs from 1 June 2027 to 31 May 2030, with an option to extend by up to 12 months. Lot 2 is valued at £150,492,092 excluding VAT and has regional call-off periods from 1 June 2027, with extensions up to a maximum framework length of 48 months. This opportunity suits pharmaceutical manufacturers, licensed wholesalers, specialist distributors and other suppliers with the products, regulatory arrangements and supply-chain capacity to serve NHS purchasing points across England. It is also identified as suitable for small and medium-sized enterprises. Suppliers should be able to provide generic oral medicines, non-parenteral products and, for the hospital-only requirement, housekeeping products, including the separately scheduled nintedanib capsules and dalbavancin infusion powder products. The scale and regional coverage favour businesses with reliable manufacturing or sourcing, quality assurance, medicines distribution, stock management and logistics capability. Suppliers should also be prepared to compete for product call-offs when competition is reopened under the framework, and to address non-price evaluation requirements set out in the procurement documents.
