Summary of the contracting process

Hinckley and Bosworth Borough Council is procuring manned security guarding services for the Hinckley Hub and, when required, other sites within the borough. The service combines security and concierge duties, customer care, meet-and-greet support, visitor direction and additional cover for evening meetings and events. Three guards are required during core business hours, normally Monday to Thursday from 08:30 to 17:00 and Friday from 08:30 to 16:30. One guard’s start time has been adjusted to 08:00 on a trial basis to cover reception for NHS patients; this may become permanent or be extended by 30 minutes. The procurement is for security services, with delivery centred on Hinckley and the wider Hinckley and Bosworth area.

The process reached tender: the council invited offers through a below-threshold open competition. Questions were accepted until 28 September 2026 at 12:00, and bids were due by 7 October 2026 at 12:00. The contract is scheduled to run from 1 December 2026 to 30 November 2029, with two possible 12-month extensions subject to council approval; the maximum potential end date is 30 November 2031. The total estimated gross contract value is £650,000, amended from the originally published annual value of £130,000. There is one lot, identified as suitable for SMEs. Offers will be evaluated on quality at 60% and price at 40%. Electronic submission is allowed.

This opportunity suits established security companies able to provide reliable, trained manned guarding and concierge personnel for a public-facing civic building. Suppliers need enough operational capacity to maintain three guards through weekday core hours and to provide additional evening and event cover at short notice across other borough sites. The requirement also favours teams with strong customer-service skills: guards must welcome and direct visitors, respond professionally to varied needs and support a safe environment for council partners, customers and NHS patients. Experience of reception security, meet-and-greet work, public buildings or similar customer-facing environments would be relevant. Businesses should be able to manage a trial change to one guard’s start time and accommodate a possible permanent or extended shift.
