Summary of the contracting process

Cardiff University procured a payment service provider for student collections, to support its planned upgrade of the SITS student information system from version 11.0 to 11.2. The requirement covers a payment service compatible with SITS 11.2 and integrated with Oracle, Kinetics and Tribal. It includes a refund process with an approval workflow, live payment-status visibility within SITS, and a range of payment methods. Tribal was consulted on the mandatory functionality and its integration is a prerequisite for meeting the specification. The work is for Cardiff University in Cardiff. It is classified as a financial systems software package (CPV 48442000), although the operational requirement is a payment service supporting university student-fee collection.

The procurement is complete and was awarded through a below-threshold direct award without competition. It comprised one lot, with Flywire Payments Limited selected as supplier. The contract was signed on 17 June 2026 and runs from 30 July 2026 to 30 July 2031. Its value is £30,000 excluding VAT and £36,000 including VAT. The contract is active. The requirement was treated as extremely urgent because the functionality is mandatory for student collections, and the university’s existing payment service provider would no longer be supported after the SITS upgrade. The specification was shaped through consultation with Tribal, which recommended Flywire and stated that competing providers including Global Payments and Convera used older RCP interfaces with more limited functionality and ongoing enhancements.

This procurement shows a defined demand for payment providers that can support higher-education student collections while integrating reliably with SITS, Oracle, Kinetics and Tribal. A credible competitor would need proven compatibility with the SITS 11.2 environment, dependable interfaces that support ongoing enhancement, and operational capability across multiple payment methods. It would also need a controlled refund process with approval workflow and real-time payment-status visibility in SITS, rather than a basic payment gateway operating separately from university systems. Suppliers with established payment technology, integration expertise and capacity to support a large university environment are best placed to compete when Cardiff University next reviews this requirement. Evidence of successful comparable integrations would strengthen a future proposition.

Notice Title

PSP for SITs Upgrade

Notice Description

The university is planning to upgrade SITS from version 11.0 to 11.2, this upgrade is likely to go live in December 2026. Currently the university is using My Trust as a Payment Service Provider (PSP). When upgrading to the new version 11.2 My Trust will no longer be supported and therefore we need to procure a PSP that is compatible with SITs 11.2. Mandatory requirements include integration with SITS, Oracle, and Kinetics, a refund process with approval workflow, live payment status visibility in SITS, and a variety of payment methods. Tribal have been consulted regarding the list of mandatory functionalities any supplier will need to meet, as integration with Tribal is a prerequisite to meeting the specification. Tribal have recommended Flywire, stating that the likes of Global Payments and Convera still use old RCP interfaces, limiting functionality and ongoing enhancements. The requirement is of extreme urgency, being mandatory for student collections.
