Summary of the contracting process

West Northamptonshire Council is procuring a framework to support the rapid turnaround of temporary accommodation properties across Northamptonshire. It covers three areas: supply and installation of white goods, including cookers and fridges; supply and installation of carpets and other flooring; and supply of beds and mattresses. The requirement is for goods and associated delivery and installation services, including carpets, solid flooring, domestic appliances, beds and mattresses. Suppliers may bid for one, two or all three lots. The framework is intended to appoint up to three suppliers per lot, with a maximum of nine suppliers overall. Work will be delivered across Northamptonshire for West Northamptonshire Council’s temporary accommodation service.

The council states that small and medium-sized enterprises and voluntary, community and social enterprises are suitable for all three lots. Bidders should be able to manage rapid property turnarounds, maintain reliable delivery and installation capacity, and respond to potentially increased volumes from April 2027, when housing stock currently managed by Northamptonshire Partnership Homes is expected to return in-house. Suppliers appointed to the framework may receive direct awards or compete in selection exercises for higher-volume requirements.

The framework will be divided into the following three lots: * Lot 1: The Provision and Installation of White Goods * Lot 2: The Provision and Installation of Carpets and Flooring * Lot 3: The Provision of Beds and Mattresses A maximum of 9 Suppliers will be appointed to the Framework. Suppliers will be ranked based on their total tender scores.
