Summary of the contracting process

Surrey County Council procured specialist passenger transport for three pupils with special educational needs and a personal assistant travelling to Merrist Wood College in Worplesdon, Guildford. The service uses a medium MPV and covers journeys between pick-up points in Chertsey and Addlestone and the college site in Guildford. Pupils attend from 9am to 4.30pm, with transport arrangements covering different weekday patterns for each pupil. The personal assistant must provide first aid, seizure management and medication administration, including use of an EpiPen for a nut allergy. The requirement is classified as transport services and is part of the council’s client transport provision.

The procurement is complete and has been awarded through a below-threshold limited competition under the light-touch regime. UK Car Service was selected as supplier, and the contract was signed on 4 September 2026. The contract runs from 7 September 2026 to 31 July 2027 and is valued at £57,458.57 gross. It covers one lot for the transport service. The award is active and the contract is active. The route starts from pick-up points in KT16 9QT, KT15 1EW and KT15 1LP, with delivery to Merrist Wood College. The service is scheduled around three pupils’ differing attendance patterns, including one timetable still being finalised and possible daily mileage variation.

This award demonstrates demand from Surrey County Council for dependable, pupil-specific transport linked to special educational needs. A credible future competitor would need to operate a suitable medium MPV, manage several regular pick-up locations and accommodate different weekly schedules, including changes in daily mileage. The requirement also calls for a personal assistant able to provide first aid, manage seizures and administer medication, including emergency EpiPen use for a nut allergy. Suppliers should therefore be able to evidence safe passenger transport, reliable school or college-day operations, safeguarding awareness and staff with relevant care capabilities. The contract’s scale suits an SME transport operator able to combine vehicle capacity, trained support staff and consistent route management.
