Summary of the contracting process

West Oxfordshire District Council is commissioning a theatre group to lead a pilot street-safety programme addressing violence against women and girls. The work is a public-facing community service combining research and development, street-based performances, bystander intervention training and a communications campaign. Young women and girls will contribute through workshops, while a specialist group will support trauma-informed delivery throughout. The programme is intended to help communities respond to inappropriate behaviour, strengthen awareness and increase the reach of prevention messages. The appointed theatre group will lead the performance element from research and development through delivery and evaluation. The work is associated with social research, theatre production, dance and performance, community services and youth-focused provision, for delivery in connection with West Oxfordshire District Council.

The procurement reached tender: the council invited offers through a below-threshold open competition. Tender submissions are to be made electronically through the council’s Intend Portal, with the deadline set for 2 October 2026 at 5:00pm. It is a single-lot services requirement. The contract period is from 2 November 2026 to 31 January 2028. The stated overall estimated value is £30,000 excluding VAT and £36,000 including VAT. The lot is separately recorded with an estimated value of AED30,000 excluding VAT and AED36,000 including VAT. Offers will be evaluated on price at 30% and quality at 70%, making the proposed approach, delivery quality and suitability of the service more important than lowest cost alone.

This opportunity suits theatre and community arts organisations able to create and deliver street-based performances on sensitive safeguarding topics. Strong candidates will need experience of engaging young women and girls, designing participatory workshops and turning research into impactful public performance. The requirement also favours suppliers able to work with a specialist trauma-informed group throughout delivery, evaluate the results and communicate messages to wider communities. Capability in bystander intervention training or partnership with organisations that can provide it would support delivery of the wider programme. Suppliers should be able to combine creative production with inclusive community engagement, public education and communications, and manage the practical coordination needed to deliver performances, training and campaign activity as one coherent programme.

Notice Title

Pilot Violence Against Women and Girls Street Safety Project

Notice Description

This commission attempts to respond to what we are hearing in a creative, impactful, practical and inclusive manner. It will involve the voices of young women and girls through workshops in the development of the performance, ensure the work is trauma-informed by commissioning a specialist group throughout the whole delivery, and offer training to the public on how to better respond when witnessing inappropriate behaviours. Local and national evidence identifies VAWG (Violence Against Women and Girls) as a significant issue for young people. 182 young women raised concerns about gender-based violence, sexism and harassment. 158 young women identified feeling at risk from boys and men because of their gender. Through the research, we read that 51% of all girls aged 13 to 18 received unwanted sexual comments, with 33% aged 13 and 14. 29%...revealed they first experienced sexual harassment when they were just 11 to 13 years old Plan International carried out a survey in 2023 which brought attention to the number of young women and girls (over 3 quarters of those surveyed) who avoid activities and change their behaviours during summer to reduce unwanted sexual attention. Scope of the Programme The whole programme will involve 3 aspects: * Development and delivery of street-based performances * Delivery of Bystander Intervention Training in communities * Communications Campaign to strengthen message and increase reach. The commission of a Theatre group is to take a lead role in the performance, from research & development through to delivery and evaluation.
