UKROEd is planning a managed services and hosting contract for DORS+, the national data and integration platform supporting the National Driver Offender Retraining Scheme (NDORS). The service connects police forces, 22 licensed course providers and members of the public, supporting eligibility checks, course searches and bookings, rescheduling, attendance recording, personal details and case closure. The requirement covers operation, support, maintenance and approved improvements to the existing DORS+ application and its Microsoft Azure hosting environment, including integrations and end-user support. NDORS operates across England, Scotland, Wales and Northern Ireland, while the delivery address is in Manchester. This is an IT services opportunity covering software, cloud hosting, systems support, application maintenance, web operation and technical support. It is a single service requirement and UKROEd has indicated that the solution, data and supporting hosting or managed service arrangements should be based in the United Kingdom.

The procurement is at planning stage and is not yet a tender invitation. UKROEd currently anticipates using a competitive flexible procedure, subject to the outcome of preliminary market engagement. The expected contract period is 1 June 2028 to 31 May 2032, with renewal provisions allowing the maximum period to extend to 31 December 2037. The estimated value is £30 million excluding VAT, or £36 million including VAT. UKROEd expects the next notice on 23 November 2026. An online market engagement event is planned for 8 October 2026, from 2pm to 4pm, with registration and a signed confidentiality agreement required by 4pm on 2 October 2026. A questionnaire will follow the event. The engagement will inform the service specification, procurement documents, commercial and pricing model, implementation approach and final procedure. Participation will not affect eligibility for the later tender.

This will suit an established managed service, cloud operations or application support provider able to run a mission-critical national platform for public, policing and course-provider users. Relevant preparation should cover Microsoft Azure, Azure App Services, Application Gateway and Web Application Firewall, Microsoft SQL Server, C#/.NET Web API applications, SOAP and REST APIs, web portals, Hangfire scheduling and integrated systems. The service is likely to require monitoring, incident and problem management, change and release management, backup and disaster recovery, technical support and continual improvement. Suppliers should be able to provide a full end-user support service and demonstrate experience with a Police Digital Services-assured national system. The buyer expects UK-based operations and access, appropriately vetted personnel capable of holding NPPV Level 3 clearance, and strong security governance covering UK GDPR, ISO 27001, Cyber Essentials Plus or equivalent, police information assurance, NCSC guidance, vulnerability management, incident response and data protection.

UKROEd Ltd is a private, not-for-profit company responsible for the delivery, management and administration of the National Driver Offender Retraining Scheme (NDORS) on behalf of the Police service. It is the operating company of the Road Safety Trust and is committed to the education and training of drivers who commit low level traffic offences. NDORS training courses are delivered by course providers licensed by UKROEd (22 in total). Over 2 million people attend NDORS courses every year. The Scheme currently operates across England, Scotland, Wales and Northern Ireland. DORS+, a bespoke and Police Digital Services (PDS) assured system, is the national data and integration hub for the NDORS, connecting Police Forces, licensed course providers and members of the public who have been offered NDORS courses. It supports end-to-end processes from initial eligibility checks through to course booking, attendance recording and case closure, and provides UKROEd and its partners with the information needed to manage, govern and continually improve the scheme. UKROEd's role as the governance lead for NDORS is enshrined in the Police, Crime, Sentencing and Courts Act 2022. UKROEd is responsible for NDORS course specifications, trainer and provider licensing, and for the collection and distribution of administration and enforcement cost recovery charges. The DORS+ system is central to this role, acting as the single online route for offenders to explore course availability, register their intent, book or reschedule courses, view their course attendance history and maintain their personal details (data is retained for 3.5 years from the date of the offence). The managed service partner will therefore be taking responsibility for a mission-critical platform with a high level of public, policing and provider dependency. The current managed services agreement for DORS+ ends on 31st May 2028 and UKROEd is tendering for a partner capable of operating, supporting and enhancing the service in line with future ambitions for NDORS and wider digital transformation. The supplier will be required to provide a managed service for the existing DORS+ solution and supporting Microsoft Azure environment, including platform and application support, maintenance and approved improvements. The priority is to ensure the availability, security, performance and ongoing operation of the current service, with innovation and improvements delivered through the appropriate UKROEd governance processes. Required capabilities are likely to include monitoring, incident and problem management, change and release management, backup and disaster recovery, and technical support for existing integrations. Suppliers should provide appropriately skilled resources with experience of supporting Microsoft Azure, Azure App Services, Azure Application Gateway and Web Application Firewall, Microsoft SQL Server, C#/.NET Web API applications, SOAP and REST APIs, web portals, Hangfire scheduling and associated integrations. Bidders will be expected to have experience of managing a PDS assured national system and providing a full end user support service to a range of stakeholders. At this stage, bidders should note that the Authority expects the DORS+ solution, all associated data, and any supporting hosting or managed service arrangements to be based within the United Kingdom. In addition, personnel requiring access to the service, systems, data, or operational environments are expected to hold, or be capable of obtaining and maintaining, Non-Police Personnel Vetting (NPPV) Level 3 clearance where required. Bidders should also demonstrate their ability to maintain appropriate security controls and ongoing compliance with relevant security, information assurance, and data protection requirements, together with a robust cyber security posture that protects the confidentiality, integrity, and availability of the service and its data throughout the contract term. This should include compliance with applicable legislation and standards, including UK GDPR, ISO 27001, Cyber Essentials plus (or equivalent), relevant police information assurance requirements, and alignment with National Cyber Security Centre (NCSC) guidance and hosting best practices for cloud-hosted services. Bidders will be required to provide effective security governance, vulnerability management, security monitoring, incident response, and continual security improvement throughout the lifetime of the contract.

Planning Information

The purpose of this preliminary market engagement is to inform a future procurement process for the award of a contract for this service. The engagement is intended to support UKROEd’s understanding of the market and help shape the final procurement strategy, service specification and procurement documents. It does not commit UKROEd to proceeding with a procurement, nor does it confer any advantage on participating suppliers. Feedback received will be used to: • inform the procurement procedure selected. UKROEd currently anticipates using a competitive flexible procedure, but the final approach will be confirmed following completion of market engagement; • support the development of the final service specification and procurement documentation. Through this engagement, UKROEd aims to: • share background information on NDORS and DORS+; • outline current and anticipated service expectations and invite suppliers to help shape the future managed service model; • gain feedback on the information currently available; • understand current market solutions; • explore implementation and transition approaches; • understand commercial and pricing models; and • identify risks or other considerations before any formal tender process. To support these objectives, UKROEd is holding an online preliminary market engagement event on 8 October 2026, from 2:00pm to 4:00pm, via Microsoft Teams. The session will include a supplier briefing and an opportunity for questions. Any follow-up questions should be submitted through the tendering portal. An MS Forms questionnaire will also be issued after the event to enable participants to provide further feedback. Completion and submission of a confidentiality agreement is a condition of attendance, as information shared during the session may include sensitive operational, technical and security-related details. The Microsoft Teams link will be shared once UKROEd has received your registration message and signed confidentiality agreement. These must be received by 4:00pm on 2 October 2026. Feedback may be used to inform the specification, procurement documents and commercial model, but will not be attributed to individual suppliers. Any commercially sensitive information supplied/shared by suppliers should be clearly marked as such, but UKROEd cannot guarantee that all information will be treated as confidential if it needs to be disclosed under legal/transparency obligations Participation, non-participation, or feedback will not advantage or disadvantage any supplier in the formal tender. Attending the pre-market engagement event is not a pre-requisite of being able to participate in the tender process.
