Summary of the contracting process

The Foreign, Commonwealth and Development Office procured laundry services for the British High Commission in New Delhi. The requirement covers washing, dry-cleaning and spot cleaning for residential and non-residential properties, including items such as curtains, carpets and other furnishings. Services support properties both on and off the High Commission compound, including refurbishment activity and office furniture cleaning. The requirement is intended to provide a streamlined service for recurring laundry and cleaning needs across approximately 50–60 residential properties undergoing refurbishment each year. The work is classified as services and includes laundry collection, washing, dry-cleaning and drying activities. Delivery is in India, for British High Commission premises and associated residential properties in New Delhi.

The procurement is complete and the contract has been awarded through a below-threshold limited competition. Divas Enterprises was awarded the single lot for £67,700 gross. The contract was signed on 1 August 2026 and runs from 1 August 2026 to 31 July 2029, with provision for two further 12-month extensions, subject to the High Commission’s requirements and supplier performance; the maximum stated end date is 31 July 2031. Evaluation resulted in an active contract. Performance is measured monthly against adequate staffing, timely delivery and invoicing, complaints about failed services, attendance by security-cleared staff, and compliance with British High Commission health and safety standards. The contract is below the relevant threshold.

This award indicates a sustained requirement for a commercial laundry and specialist cleaning provider able to serve both secure diplomatic premises and residential properties. A credible competitor for similar work would need practical capacity for washing, dry-cleaning, collection and timely return of curtains, carpets, floats and other furnishings, including spot cleaning during refurbishment programmes. The service model requires enough trained and security-cleared staff to meet attendance and workload requirements, reliable scheduling across on- and off-compound locations, and dependable invoicing. Quality control is important: work must avoid damage or shrinkage, with re-cleaning or alterations handled at no additional cost where necessary. Suppliers should also be able to evidence robust health and safety compliance, minimise occupant complaints and maintain consistent performance against service-level requirements.

Notice Title

PA23 UK7 - Contract details notice Provision for Laundry Services (Washing, Dry cleaning and Spot Cleaning) at BHC New Delhi

Notice Description

British High Commission Delhi maintains a substantial number of residential properties, both on-compound and off-compound, with approximately 50-60 properties undergoing refurbishment each year. To support this volume of refurbishment work, establishing a laundry contract would be highly beneficial. In addition, there is a recurring requirement for spot cleaning of various office furniture. Since washing and dry-cleaning services are regularly required for both residential and non-residential properties, having a formal contract in place would improve efficiency. Once this contract is established, services such as washing and dry cleaning can be carried out as per requirements in a timely and streamlined manner. Furthermore, it will eliminate the need to obtain multiple quotations for each requirement, thereby simplifying the procurement process and facilitating payments through GPC.
