Summary of the contracting process

Regional Business Services Organisation Procurement and Logistics, on behalf of health and social care services in Northern Ireland, is exploring maintenance and repair services for car park equipment and systems across its sites. The scope includes maintaining ticket-issuing machinery, ticket-validation machinery and associated car park equipment to the applicable standards. This is a services procurement covering one planned requirement. Suppliers with practical capability in maintaining, repairing, testing and supporting car park systems are the relevant market. The work concerns operational infrastructure used at multiple health and social care sites, so businesses with the ability to provide consistent maintenance across a geographically distributed estate should consider whether the requirement matches their service model and technical coverage.

This procurement is at the planning stage and is currently a pre-market engagement exercise, not an invitation to tender. The buyer expects interested suppliers to complete a questionnaire and provide market feedback through the secure messaging area by 15:00 on 22 September 2026; any expression of interest does not commit the buyer to a future tender. The planned contract is expected to run from 12 August 2027 to 11 August 2032, with renewal provision extending the maximum period to 11 August 2035. One lot is planned. The published procurement value is £0. The buyer is using the engagement to understand how suppliers can help maintain the systems effectively and to inform potential future requirements.

This will suit businesses that maintain and repair car park control and payment infrastructure, particularly ticket dispensers, ticket validators and related equipment. Relevant preparation includes demonstrating how systems can be maintained reliably across health and social care sites and kept to applicable standards. Suppliers should be ready to explain their service coverage, technical approach, response and planned maintenance arrangements, and ability to support equipment over a multi-site estate. The questionnaire is intended to gather practical market views, so businesses with direct experience of car park equipment maintenance can help shape the buyer’s understanding of achievable requirements. The information currently points to technical maintenance capability and dependable operational support as the main areas to prepare, rather than a defined tender specification.
