The estimated main procurement value is £300 million excluding VAT, or £360 million including VAT. The possible interim capital works are estimated at up to £5 million. The indicative contract period runs from 3 July 2028 to 3 March 2042.

This will suit established housing developers, property investors and regeneration partnerships able to combine long-term investment with major residential construction delivery. Relevant businesses are likely to include organisations with experience of replacing and expanding affordable housing, delivering mixed-tenure developments, managing phased masterplans and working through planning and compulsory purchase processes. The scope also favours teams able to provide or coordinate architectural, engineering, construction-management and wider construction-related services. Suppliers should be prepared to advise on deliverability, commercial structures and allocation of development and delivery risks, and to work with the Council through up to five phases. Contractors with suitable capacity for substantial roof and concrete repair programmes may also be relevant, either as part of a combined proposition or alongside a regeneration-focused response. Alongside the main regeneration procurement, the Council is considering tendering interim capital works (roof and concrete repairs, estimated value up to £5m). Bidders may express interest in regeneration only or regeneration + capital works.
