Notice Description
London Borough of Hounslow intends to undertake a Soft Market Engagement (SME) exercise in advance of a formal procurement for a Development / Investment Partner to deliver the comprehensive regeneration of the Convent Way Estate. * The Council is progressing a redesigned masterplan for approximately 550-568 homes, including full reprovision of 250 existing social rent homes, additional social rent units, shared equity homes, and later phase market housing. The scheme will be delivered across up to five phases, supported by a revised hybrid planning application and a phased CPO strategy. * The Council will also explore tendering interim capital works (roof and concrete repairs, estimated value up to PS5m) alongside the main regeneration procurement. * This notice is issued solely to notify the market of the upcoming SME and to invite interested organisations to complete an Expression of Interest (EOI) via the Council's e tendering portal (ProContract / Due North). * Participation in SME does not form part of any future evaluation.

Convent Way Estate Regeneration - Soft Market Engagement (SME) & Expression of Interest (EOI) London Borough of Hounslow is undertaking a Soft Market Engagement (SME) exercise to inform the upcoming procurement of a Development / Investment Partner for the regeneration of the Convent Way Estate. Suppliers are invited to complete an Expression of Interest (EOI) and may be selected for 1 to 1 SME discussions. Full Description (Portal Ready) The London Borough of Hounslow is progressing the comprehensive regeneration of the Convent Way Estate, following a positive resident ballot and subsequent redesign of the masterplan. The updated scheme proposes approximately 550-568 homes, including full reprovision of existing social rent units, additional affordable homes, and later phase market housing. Delivery will be phased across up to five stages, supported by a revised hybrid planning application and phased CPO strategy. The Council intends to procure a Development / Investment Partner through a Competitive Flexible Procedure. Early phases will be delivered on behalf of the Council, with later phases delivered by the partner as retained developer. Alongside the main regeneration procurement, the Council is considering tendering interim capital works (roof and concrete repairs, estimated value up to £5m). Bidders may express interest in regeneration only or regeneration + capital works. This Soft Market Engagement aims to: • Present the updated scheme and planning strategy • Seek market feedback on deliverability, phasing, commercial structure, and risk allocation • Test appetite for combined procurement of regeneration and capital works • Inform the final procurement approach Suppliers must complete the EOI questionnaire and may be invited to a 1 to 1 SME session.
