Summary of the contracting process

Staffordshire County Council is procuring emergency lighting inspection, testing and maintenance services for its corporate properties and Local Education Authority-maintained schools across Staffordshire. The work covers annual planned inspection and testing of maintained and non-maintained luminaires, illuminated escape signs and associated battery systems, together with responsive attendance for reported faults and system failures. A 24/7 call-out facility is required. Remedial works, installations, system upgrades and replacement equipment are outside the guaranteed scope. Around 471 properties are expected to transfer to the arrangement, including schools, residential care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units. The contract may also be used for more than 200 academy, fire service and other properties through the managing agent, and by named Staffordshire district councils.

The process has reached tender: offers were invited through a two-stage competitive flexible procedure. Stage 1 is an invitation to participate, followed by an invitation to tender for the five highest-scoring suppliers, subject to additional suppliers where scores are tied. There is one lot and one supplier will be appointed to a single-supplier framework, with call-offs by direct award and no reopening of competition. Questions had to be submitted by 1 October 2026 at 23:59, and expressions of interest were due by 6 October 2026 at 12:00. The contract period is 1 May 2027 to 30 April 2029, with two one-year renewal options extending to 30 April 2031. The estimated value is £1,000,000 net or £1,200,000 gross. Evaluation is based on two equally weighted quality case studies. A successful supplier pays a win fee of 0.3% of the award value. Award is expected by 5 February 2027 at 23:59:59.

This opportunity suits specialist emergency-lighting maintenance contractors able to provide county-wide coverage and continuous 24/7 fault response. It is suitable for small and medium-sized enterprises and voluntary, community or social enterprises. The successful supplier must maintain a compliant Health and Safety accreditation under a Safety Schemes in Procurement scheme and membership of an independent pre-qualification body, such as Constructionline Gold or an equivalent, with annual refreshes and vetting. Engineers need recognised emergency-lighting maintenance training. Those undertaking remedial work also need safe-isolation training, City & Guilds 2382 electrical-installation training and relevant formal competencies. Delivery staff require asbestos-awareness training renewed within 12 months, working-at-height training within five years, and training for any access equipment used. All personnel need an Enhanced DBS check.

The purpose is to provide annual Planned Inspection and Testing of maintained and non-maintained luminaires, illuminated escape signage and associated battery systems where present. The Contract comprises Planned Inspection and Testing of emergency lighting systems and Responsive Fault Attendance for reported faults and system failures. The Contract does not include guaranteed remedial works, installations, system upgrades or replacement equipment. A 24/7 callout facility will be required to deliver responsive fault activities. The Contract is to enable the inspection and testing of Staffordshire County Council's (SCC's) Corporate properties and Local Education Authority (LEA) Maintained Schools. Additionally, the Contract Managing Agent may use the Contract for some or all its customers' 200+ Academy, Fire Service and other properties. There are presently approximately 471 properties under contract, which are anticipated to be transferred to this agreement. The properties include all types of buildings operated by a Local Authority including educational, residential care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units.
