Summary of the contracting process

The Ministry of Defence is exploring a global service for overseas sales and disposal of surplus equipment and waste. The work could cover accommodation stores, portable infrastructure, vehicles and spares, tooling, communications equipment, gifts and memorabilia, hazardous waste and waste fuel. Suppliers may need to evaluate equipment at overseas locations, sell it using cost-effective methods, remove waste, arrange environmentally compliant disposal and occasionally dispose of waste oil at short notice. Activity may arise in established overseas sites, remote islands, temporary deployments and fragile or operational environments, including the Falkland Islands and locations across Europe, the Middle East, Africa, Asia, Australasia and North America. Real estate, explosives and nuclear-related items are excluded. The Ministry is considering global, regional, local and specialist delivery models.

This procurement is at planning and is currently a preliminary market engagement exercise, not an invitation to tender. The Ministry expects to review responses and may hold an online open forum or one-to-one discussions before shaping the requirement, including whether to use one contract or lots. The estimated contract value is £14 million excluding VAT (£16.8 million including VAT). The planned service period is 1 May 2027 to 30 April 2031, with a possible extension to 30 April 2034. Requests for clarification are due by 16:00 on 23 September 2026, and responses to the information request are due by 16:00 on 2 October 2026. Tender documents are expected on 1 December 2026, subject to change. The procurement is a single planned lot and is above the relevant threshold.

The exercise is intended to inform the future tender, so it suits businesses preparing to compete rather than suppliers seeking a bid opportunity now. Relevant providers may include asset sales and auction specialists, defence or government surplus handlers, recycling and refurbishment businesses, hazardous-waste and waste-fuel operators, overseas logistics providers, regional suppliers, subcontractors, consortium members and niche specialists. Strong candidates are likely to combine international reach with the ability to operate in remote, intermittent and operationally sensitive environments, mobilise for short-notice waste-oil requirements, and manage compliant transport, treatment and disposal. Experience of selling mixed equipment, delivering gainshare or other value-based commercial models, and offering resilient global, regional or specialist solutions would be useful. SMEs are expressly welcomed, including those able to provide only part of the capability.

Notice Description

Currently, the contractor is tasked to visit any of the locations listed below, as directed by the Defence Recycling & Disposals Team (DRDT). From there, equipment is evaluated and sold by the contractor, usually from site using the most cost-effective method. Under current arrangements, equipment is sold through this contract, and proceeds are split between the contractor and the MOD on a gainshare basis. The division of proceeds from the sale is decided at the outset and forms part of the tender evaluation process. All taskings are made through DRDT's Disposition Management System for which all contractors receive training in its use. Characteristics of Demand There is also a significant amount of waste to be removed and disposed of in an environmentally friendly manner, and it must be in accordance with local environmental regulations. The disposal of waste from the Falkland Islands also makes up a large portion of this contract with all waste matter having to be removed from the islands. Where equipment or waste products are disposed of, an estimate of cost is presented by the contractor and on completion an invoice is placed through and paid by the MOD using the Contract Procurement & Finance (CP&F) system. Contractors are registered through Exostar to enable usage of CP&F. There is a requirement for the occasional, disposal of waste oil under this contract from various overseas locations. Such disposal requirements can be at short notice due to the unpredictable nature of overseas operations. Preferred Future Approach The above describes the current operating arrangement and should not be interpreted as the Authority's preferred future solution. Respondents are encouraged to identify alternative approaches where these could improve competition, compliance, resilience, commercial performance or value for money. Planning Information

Responses to this RFI will be reviewed by stakeholders from different functional areas within Defence Recycling and Disposal Team (DRDT). The Authority welcomes responses from suppliers of all sizes, including SMEs, regional suppliers, specialist processors, subcontractors, consortium members and other niche capability providers. Suppliers are not obliged to answer every question, only those to which they feel comfortable answering and are relevant to their capability, experience or market insight. This exercise will have no bearing on the outcome of any future tender, and no contractor will be penalised in any way for unanswered questions. All responses will be reviewed, and some may be considered for inclusion as part of the tender documentation e.g. Statement of Requirement, pricing structure, sustainability or circular economy. The Authority will also be looking at the structure of the tender e.g. whether to leave as a single entity or break into lots and if so, how should the lots be structured. If upon review of your submission any clarifications or additional information is required, you will be contacted using the details provided in your RFI response. Depending on the responses to the RFI, the Authority will follow this with further engagement in the form of an open forum event through the Teams medium and one-to-one discussions, depending on contractor appetite for this kind of communication. Any additional activities will be advertised with a follow-on notice that will be open to all parties interested in further exploration of this requirement. All contractors that have submitted responses to this RFI will be sent invitations to these events together with joining instructions. Suppliers should clearly identify any commercially sensitive information in their responses Nothing in this RFI, or any follow-on events should be considered as a commitment by the Authority in relation to any future requirement(s) or any future procurement(s). 1. How to submit responses to this RFI Respondents should provide responses in accordance with the format provided in Annex A quoting the RFI reference 715916481 on all documentation and emails. Additional feedback is encouraged, however please keep this to a maximum of 8 A4 Pages in Arial 11 font. Any responses received after the deadline will be passed to the relevant stakeholders for information; however, they may not be included in the RFI review meetings which are to be held immediately following the deadline. Late submissions will not preclude the bidder from taking part in any ensuing elements of this project.
