Summary of the contracting process

Worcester City Council is procuring refurbishment works for a museum and art gallery in Worcester. The scope includes installing MDF wall linings, decorating, flooring, air-conditioning, and associated electrical and mechanical works. This is a building refurbishment project, classified as refurbishment work, rather than a supply-only contract. The council is seeking a suitably qualified and experienced contractor able to coordinate the different building, finishing, mechanical and electrical elements as one delivery package. The work is for the council’s museum and art gallery estate and includes heritage-related requirements within the quality assessment. A mandatory accompanied site visit forms part of the procurement, so bidders need to understand and assess the site before submitting an offer.

The procurement has reached tender: Worcester City Council invited offers through a below-threshold open competition, with electronic submission allowed through its e-procurement portal. Enquiries had to be submitted by 23 September 2026 at 12:00, and tenders were due by 2 October 2026 at 12:00. The contract period is 26 October 2026 to 12 January 2027. There is one lot, with an estimated value of £170,000 excluding VAT (£204,000 including VAT). Evaluation is based 60% on price and 40% on quality. The quality assessment covers heritage at 20%, delivery at 10%, risk at 5%, and environmental sustainability at 5%. Failure to attend the accompanied site visit results in disqualification.

This opportunity suits established refurbishment and fit-out contractors with the capacity to deliver a short, multi-trade project in a public museum and art gallery. Relevant capability includes MDF wall lining installation, decoration, flooring, air-conditioning, and associated electrical and mechanical works, either directly or through suitable specialist subcontractors. Contractors should be able to demonstrate experience delivering coordinated refurbishment works, manage programme and delivery risks, and work sensitively in a heritage setting. The evaluation gives substantial weight to heritage and delivery quality, so suppliers with relevant conservation, museum, gallery or historic-building experience may be well placed. Environmental sustainability proposals also contribute to the quality score. Attendance at the accompanied site visit is mandatory and is an essential participation requirement.
