Summary of the contracting process

Armagh City, Banbridge and Craigavon Borough Council is procuring the design, management and delivery of an accredited Forest School training programme across the Armagh City, Banbridge and Craigavon Borough Council area. The service will use outdoor, nature-based learning to support the holistic development of children, young people and adults. It is intended to create opportunities for people, particularly those from socially deprived, marginalised or segregated areas, to explore natural environments, learn together, build relationships and take part in positive shared experiences. The programme is supported by PEACEPLUS under the Thriving and Peaceful Communities strand and the Building Positive Relationships theme of the council’s Local Action Plan. This is an education and specialist training service.

The procurement has reached tender: the council invited offers through a below-threshold open competition. It comprises one lot. Enquiries had to be submitted by 8 September 2026 at 12:00, and offers were due by 22 September 2026 at 12:00. Electronic submission was allowed through the stated eTendersNI service. The contract period is from 2 November 2026 to 30 March 2029. The estimated value is £65,000 excluding VAT, or £78,000 including VAT. Offers will be evaluated using an 85% quality and 15% cost weighting. The requirement is classified as a services procurement and is below the applicable threshold.

This opportunity suits an individual or organisation that is suitably qualified to develop, manage and deliver an accredited Forest School training programme. Relevant providers are likely to have practical capability in outdoor and nature-based learning, education or specialist training, together with the capacity to work with children, young people, adults and communities across the borough. Experience of designing and running learning programmes that support personal development, shared experiences and relationship-building will be relevant to the intended outcomes. The requirement particularly suits providers able to engage people from socially deprived, marginalised or segregated areas and to deliver inclusive activities in natural environments. Organisations with established professional or specialist training capability may also be well placed to compete.
