Summary of the contracting process

ORE Catapult procured crane hire with an operator to support blade removal at LDT. The requirement covers the continuation of urgent works previously assigned to D Hall Renewables Ltd, including keeping cranes on standby while the wider blade-removal package is completed and managing potential delays caused by weather. This is a specialist works requirement rather than a general equipment supply contract: the supplier is expected to provide suitable crane equipment together with the operational capability to carry out or support blade-removal activities. ORE Catapult is the buying organisation, and the appointed supplier is based in Lochgelly, Scotland. The procurement relates to crane hire with an operator, classified under CPV 45510000, for activity at the LDT site.

The procurement has been completed through a direct award, using a single supplier for technical reasons. ORE Catapult awarded the contract to D HALL RENEWABLES LTD on 7 September 2026. The awarded value is £600,000 excluding VAT, or £720,000 including VAT. The contract was signed on 8 September 2026 and runs from 9 September 2026 to 31 January 2027. The award rationale is that changing contractors would add cost and delay because the appointed supplier was already carrying out the work and providing crane standby under the wider package. Continuing with that supplier was considered necessary to manage further weather-related delays. There is one completed lot, and the contract is below the relevant threshold.

For a future requirement of this type, credible suppliers would need access to cranes suitable for blade-removal operations and trained operators able to deploy and manage them on an active renewable-energy works package. The procurement shows that continuity matters: the buyer valued an existing supplier’s knowledge of the work, immediate operational readiness and ability to maintain crane standby rather than starting with a new contractor. Competitors would therefore need to demonstrate experience of wind-turbine or comparable heavy-lift and component-removal work, reliable equipment availability, and the capacity to respond to changing site conditions and weather delays. Evidence of safe working practices, competent operators, coordinated delivery and sufficient resilience for urgent or extended works would strengthen their position when this buyer next sources a similar requirement.

Notice Title

Crane Hire - LDT Blade Removal

Notice Description

The purpose of this direct award is to appoint D Hall Renewables Ltd to provide the continuation of tasks under a previous direct award for urgent works for blade removal at LDT

Procurement Information

D Hall Renewables is continuing current work and the costs of standby for cranes under the wider package of works. Starting new with different contractors would incur cost and time which we unfortunately do not have. This covers potential costs for further delays due to weather etc.
